The Contract Specialist II provides acquisition and contract support services to the Bureau of Indian Education's Division of Acquisitions, primarily focused on K-12 Bureau-operated and tribally controlled school support. Working under the direction of an assigned Contracting Officer, this position manages a portfolio of simplified acquisitions, task orders, utility contracts, modifications, options, deobligations, and closeouts. The CS II is a Key Personnel position and serves as a critical operational resource ensuring timely, compliant, and well-documented contract actions in support of approximately 185 Bureau-funded schools across 23 states.


• Fully remote; contractor provides own workspace and phone access.
• Core hours: Monday–Friday, 6:00 AM – 6:00 PM Mountain Time (excluding federal holidays).
• Travel to any Indian Affairs location may be required; governed by Federal Travel Regulations.
• Government-furnished equipment (laptop, monitor, keyboard, mouse, docking station) provided after background clearance.
• Must sign NDA and comply with all IT security, FISSA/security awareness, and ethics training requirements prior to and during performance.

PRIMARY DUTIES & RESPONSIBILITIES
Contract Execution & Administration
• Execute simplified acquisitions, task and delivery orders, modifications, options, deobligations, and contract closeouts in accordance with the RFO, DIAR, and applicable agency policies.
• Prepare and issue solicitations (RFQs, combined synopsis/solicitations) using the FBMS system; ensure all appropriate terms, conditions, and clauses are included.
• Prepare contract award documents for task and delivery orders in FBMS; obtain legal concurrence and distribute to appropriate parties.
• Report contract actions into FPDS-NG directly or via FBMS.
• Prepare post-award documentation including contract modifications, option exercises, invoice packages, and COR designation letters.
• Monitor contractor performance against deliverables, schedules, and milestones; assist in resolution of performance issues.
• Process contractor invoices and manage contract funding status.
• Provide contract closeout support in accordance with applicable regulations.

Requirement Development & Pre-Award Support
• Assist program offices in developing and preparing Statements of Work (SOW), Statements of Objectives (SOO), and Performance-based Work Statements (PWS).
• Conduct market research to identify potential sources, socioeconomic program participants, GSA Schedule vendors, and other contract vehicles; prepare written market research documentation and SAM postings.
• Support preparation of Independent Government Cost Estimates (IGCEs) through analysis of past purchases and current market data.
• Assist in development of acquisition plans, strategies, approaches, and milestone schedules.
• Prepare pre-award documents including Determinations and Findings (D&Fs), Justifications and Approvals (J&As), and source selection documentation.

Systems, Tracking & Reporting
• Maintain accurate and complete tracker entries for all assigned actions; update at minimum weekly (no later than Tuesdays by 12pm MT) and in real-time as needed.
• Respond to all phone and email inquiries within 1 business day; acknowledge formal PR assignments within 2 business days.
• Support PRISM PR assignments and queue clearance at minimum three times per week (Monday, Wednesday, Friday).
• Submit monthly Acquisition Reports by the 5th of each month covering prior month accomplishments, current action items, and upcoming goals.
• Contribute to maintenance of the contract inventory tracker and PR workload tracker.

Program & Outreach Support
• Coordinate, lead, or participate in outreach and training events including one-on-one school planning sessions and BIE-wide weekly training activities.
• Contribute to program management reviews and strategic planning discussions.
• Support achievement of PALT, AMR pass rate, Small Business, competition, and Buy Indian goals as established by DOI and IA leadership.
• Sign and comply with Non-Disclosure Agreement (NDA) prior to contract start; safeguard all non-public Government information throughout performance.

MINIMUM QUALIFICATIONS
Education & Certification
• Bachelor's degree or equivalent experience
• FAC-C Level I (or equivalent) desired
• Working knowledge of RFO/FAR; DIAR familiarity preferred

Experience
• Minimum 4 years of relevant federal acquisition experience
• Experience across multiple contract types (simplified, T&M, FFP, IDIQ)
• Experience with FBMS, PRISM, and FPDS-NG preferred
• Experience supporting K-12 or education-focused federal programs is a plus

REQUIRED SKILLS & COMPETENCIES
• Thorough knowledge of the Federal Acquisition Regulation (FAR/RFO) and ability to independently apply regulations to assigned actions.
• Proficiency with federal acquisition systems including FBMS, PRISM, SAM.gov, and FPDS-NG.
• Strong written and verbal communication skills; ability to draft clear, compliant acquisition documents and correspondence.
• Ability to manage a high-volume workload (150+ actions annually) with accuracy and within established PALTs.
• Detail-oriented with strong organizational and time management skills; ability to maintain real-time tracker updates and meet recurring deadlines.
• Ability to work independently in a fully remote environment while maintaining responsiveness and professional engagement with government clients.
