Position Overview  

Provides part-time project oversight for a federal contract, averaging approximately 40 hours per month. The project lead ensures project staff are effectively managed, supported, and meeting performance expectations throughout the period of performance. This role requires strong communication, organizational, and supervisory skills, with the ability to oversee personnel activities remotely while maintaining alignment with contract requirements.  

Key Responsibilities 

  • Provide part-time, remote oversight of project personnel, averaging 40 hours per month. 
  • Coordinate staff scheduling, including work hours, timesheet submissions, and leave requests. 
  • Motivate staff to improve performance, productivity, and quality of deliverables. 
  • Address and resolve employee concerns and handle performance actions when necessary. 
  • Maintain ongoing communication with the contract representative to discuss project activities, progress, workloads, and potential issues. Communication may occur through email or virtual. 
  • Ensure timely and accurate completion of work trackers, status reports, and other project documentation. 
  • Prepare and deliver required progress reports or deliverables early or on time.  
  • Monitor staff workload, performance, and productivity to ensure expectations are met. 
  • Respond promptly to questions or concerns raised by the contract representative. 
  • Identify risks, challenges, and opportunities for improving workflow, communication, or overall project execution.  

Requirements

  • Minimum of three (3) years of project and staff management experience preferably in a remote or geographically dispersed environment. 
  • Bachelor’s degree in business, public administration, finance, or a related discipline. 
  • Strong organizational and time-management skills appropriate for a part-time oversight role. 
  • Excellent written and verbal communication skills. 
  • Ability to address performance issues, support staff development, and manage sensitive personnel matters. 
  • Prior experience working with government clients, contract representatives, or project leads preferred. 
  • Proficiency with standard office tools and remote communication platforms (email, virtual conferencing, project management software). 

Preferred Qualifications 

  • Prior experience providing direct support to Federal agencies such as; The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) or Department of Transportation (DOT), particularly in discretionary and competitive grant programs and cooperative agreements. 
  • Proven experience applying 2 CFR Part 200 (Uniform Guidance) in program or financial management of federal awards. 
  • Familiarity with federal contract compliance requirements, including timesheet management, leave tracking, documentation standards, and performance monitoring. 
  • Strong problem-solving skills with the ability to identify issues early and propose practical resolutions. 
  • Proficiency with remote communication tools (email, videoconferencing) and workflow tracking tools (e.g., SharePoint, Excel trackers, internal dashboards). 
  • Ability to work independently, prioritize tasks, and maintain consistent communication despite limited monthly hours. 
  • Understanding of quality assurance practices and strategies for motivating staff to improve performance and deliverable quality. 
  • Project management or leadership training/certifications (e.g., PMP, CAPM, Lean Six Sigma, supervisory training) preferred but not required.
