The Parks, Recreation and Community Services Department is actively seeking a Disabled Parking Administrator.

- Coordinate recruitment and interview for volunteers engaging in the parking enforcement activities of non-moving traffic violations.
- Responsible for Training, scheduling , assigning, monitoring, directing, reviewing, and evaluating the work of volunteers.
- Collaborate with JSO Police Academy to setup new auxiliary officers training.
- Respond to inquiries, requests, and complaints from the public, JSO, elected officials concerning parking citations, handicap placards and parking enforcement laws.
- Testifies in court before a magistrate or other government official regarding issued parking citations and related matters.
- Maintain database of volunteers, and document volunteer’s disciplinary corrective actions.
- Maintain Parking Enforcement Statutes Void and Procedure Manual for educational propose, accurately document parking violations, prepare, review, maintain and update reports.
- Operates standard office equipment to include personal computer using word, spreadsheet, database and other related software, hand-held computer, and computerized citation equipment and immobilizing device.
- Maintains the inventory of materials and supplies for parking enforcement program.
- Recommends improvements and revisions to policies and procedures. Complete annual program audits.
- Collects citations from all volunteers, reviews, and inputs data.
- Patrols various assigned areas of the City to ensure enforcement of laws, issues citations as necessary for non-moving traffic violations, and identifies areas requiring corrective action.
- Attend JSO rolls calls to promote the program, hands out pertinent information and answers questions.
- Trains staff and volunteers on the use of equipment and interpretation of parking enforcement laws; may provide one-on-one training for volunteers.
- Trains JSO and CSO officers at the Police Academy on the use of handicapped parking placards as needed.
- Coordinates with other governmental agencies regarding parking enforcement activities and attend outreach services, community events to educate the public and community partners.
- Checks operating and safety condition of vehicle ensuring needed servicing is done.
- Stays current on laws relating to ADA law enforcement tools and techniques.
- Demonstrates proficiency in the City of Jacksonville’s competencies.
- Other duties may be assigned as required.
Minimum Qualifications
- Knowledge of the policies, laws, regulations, and procedures governing disabled parking enforcement activities.
- Knowledge of zones and high citation areas.
- Knowledge of volunteer recruitment methods and practices.
- Skill in researching, analyzing, interpreting, and applying laws, rules, regulations, policies, procedures, and guidelines governing non-moving traffic violations.
- Skill in developing and implementing parking enforcement training programs.
- Ability to train, schedule, assign, monitor, direct, review, and evaluate the work of volunteers.
- Ability to develop and implement training programs for volunteers, JSO, CSO and other organizations.
- Ability to prepare, review and maintain records and reports, policies, and procedures.
- Ability to assess various situations and use effective judgment in resolving the situation quickly and adequately.
- Ability to operate standard office equipment to include personal computer using word, spreadsheet, database and other related software, two-way radio, hand-held computer, computerized citation equipment and immobilizing device.
- Ability to communicate effectively, orally and in writing.
- Ability to present information in court regarding issued parking citations.
- Ability to maintain, materials, supplies and maintain inventory.
- Ability to gather and document data relevant to citation using a PC and hand-held units.
- Ability to perform mathematical computations.
- Ability to understand and follow oral and written instructions, including rules and regulations.
- Ability to recommend and develop policies and procedures.
- Ability to develop and deliver presentations before large groups.
- Ability to respond to and resolve customer complaints.
- Ability to operate a motor vehicle.
Other Qualifications
- Five years of education and/or experience in public safety or parking enforcement.
- May be required to furnish and operate an automobile in good condition for use in City business for which mileage compensation will be paid.
- A valid driver's license is required prior to appointment and must be maintained.
- Must qualify for prior to appointment, obtain and maintain during employment in this classification a City of Jacksonville Certification as a Public Driver.
- Must obtain a Florida Department of Law Enforcement Instructor Certification and a Florida Parking Enforcement Certification are required within six months of hire and must be maintained through the duration of employment in this position.
- The probationary period for this class is six months.
- This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (Directive 0401).
