About the Indiana Department of Revenue (DOR):

Role Overview:
What is the Appeals team’s role at the Indiana Department of Revenue (DOR)?
The DOR Appeals team serves as an impartial arbiter of various protestable actions taken by DOR. Taxpayers who wish to appeal the assessment of tax, or the denial of a refund can file a protest with the Appeals team and may request a hearing. Hearing Officers are independent finders of fact who write final determinations that are published in the Indiana Register, and which are binding against DOR and the taxpayer. Taxpayers who disagree with DOR’s final determination may appeal those decisions to the Indiana Tax Court.
What will I learn from this internship?
An intern with the DOR Appeals team will perform portions of a Hearing Officer/Attorney’s duties in a closely supervised manner. Under the direction of attorney Dennis Pruitt, Senior Hearing Officer/Attorney, interns will attend administrative hearings, conduct legal and factual pre-hearing research, learn about the administrative hearing process, and draft written rulings, such as Letters of Findings, which get published in the Indiana Register. Interns may also perform research and writing for other areas of the Legal division on an as-needed basis.
By performing these duties, interns will gain valuable experience in administrative law and procedure, legal research and writing, state and local tax theory, and statutory and regulatory interpretation. Additionally, we help interns make their writing clear and concise. This skill is invaluable to any attorney in any area of practice.
The Appeals team duties will constitute approximately 90% of the intern’s time with DOR’s Legal division. The Appeals team duties will constitute most of the intern’s time with DOR’s Legal division. Depending on DOR’s needs, the intern may spend some time reviewing various DOR Legal division functions such as: litigation, settlement, legislative proposals, and policy determinations.
2026 brings added work related to preparing for and administering a Tax Amnesty as established by Indiana’s 2025 General Assembly.
Our interns experience firsthand the legal practice related to a thirty-billion-dollar enterprise in state and local tax, while learning from attorneys with decades of experience and interacting with members from every branch of Indiana state government.
