The Applications Analyst is the journey-level classification in the Applications Analyst series, responsible for performing a wide range of technical duties related to the installation, maintenance, programming, configuration, and administration of enterprise and desktop software applications. Incumbents in this class conduct applications and data analysis, develop and modify programs, perform database administration tasks, and provide tier-two support to City departments. They assist in the design, testing, and deployment of new applications and enhancements to existing systems, ensuring alignment with business and technical requirements. Applications Analysts also contribute to documentation, user training, and the ongoing evaluation of technology solutions to improve operational efficiency. This class is distinguished from the Senior Applications Analyst by the complexity of assignments and depth of systems knowledge required, with the latter performing advanced-level analysis and programming for highly complex systems and interfaces.

THE IDEAL CANDIDATE
The ideal candidate for the Applications Analyst role is a technically skilled, detail-oriented professional with strong project management abilities who thrives in dynamic environments and enjoys solving complex problems through scalable software solutions. They bring expertise in application installation, configuration, programming, and maintenance, with proficiency in SQL and scripting to support enterprise and desktop systems that drive City operations. Equally comfortable managing projects and collaborating across departments, they translate business needs into effective technical solutions, ensure smooth system transitions, and consistently deliver reliable, innovative results.
MINIMUM QUALIFICATIONS
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in geographic information systems, geography or a closely related field OR, equivalent related work experience; and at least three years of progressively responsible experience performing applications analysis and design, installing and maintaining computer systems and applications in conformance with business and technical requirements. Or an equivalent combination of training and experience.
Experience with software systems currently used by the City: Accela Civic Platform, ePermitHub, New World ERP, Laserfiche, Active Net, Chameleon, Microsoft 365, MinuteTraq, Adobe Creative Cloud, AutoCAD, and MPulse is highly desired.
ABOUT THE TECHNOLOGY SERVICES DEPARTMENT
Technology Services is responsible for the centralized design, maintenance, security and support of the City’s communication infrastructure, computer network, telephone/radio systems, and applications to ensure the continued viability and sustainability of citywide technology assets, including computer hardware, software, networks, telecommunications, and audio/visual equipment.
