About the Department
Under the supervision of the Coordinator of Park Maintenance and Operations, supervises the operations and maintenance of assigned County Parks and Open Spaces. Supervises employees and volunteers who provide patron services and maintain park lands, facilities, structures, and equipment. Ensures that assigned parks and open spaces are operated and maintained to the standards established by the Parks Commission and provide quality recreational experiences for county residents and visitors.
This position directly manages the maintenance and Operations of the Parks and supervises the Operations staff in the East Region of the County including:
Hager Park
Grand River Park
Grand Ravines Park
Spring Grove Park
Bend Area Open Space
Grand River Open Space
This is a full-time, benefited position working out of the East Park Operations Center currently located at Hager Park at 8212 28th Ave, Georgetown Township, MI 49428. This position works 40 hours per week and allows the employee to schedule themselves and their staff, as needed, to cover the required tasks. Evenings and weekends will be required, but the extent of which will be determined by the Parks Supervisor’s own scheduling plan and the availability of current subordinate staff.
Position Duties
The essential functions of this position include, but are not limited to, the following:
- Administers policies and procedures for; participates in the selection and hiring of; provides training, schedules and work direction for; evaluates the performance of, and fulfills other supervisory functions for employees engaged in providing patron services and cleaning and maintaining park grounds, plantings, playing fields, playgrounds, buildings, restrooms, trails, campsites and other park features and facilities. Collaborates with other park supervisors to develop, modify and update policy and procedure manuals and training materials for temporary and seasonal employees and volunteers.
- Safely operates and trains park employees in the safe operation of power and manual equipment and tools, proper use of herbicides and pesticides, OSHA/MIOSHA rules and regulations, and SDS information.
- Develops and implements daily cleaning schedules for park buildings, restrooms, drinking fountains, parking lots, picnic areas, shelters, playgrounds, campsites and concession stands.
- Develops and implements a turf management program and operates a variety of mowers, edgers, and other turf and grass maintenance equipment. Identifies damaged, dying and dead trees and schedules their removal.
- Schedules and performs preventive maintenance and repairs for electrical, mechanical and plumbing fixtures and systems; structural features including boardwalks and footbridges; trails; entrance gates; irrigation systems; and other park fixtures and features. Performs electrical, mechanical, and plumbing preventive maintenance and emergency repairs. Inspects, identifies and schedules repair or replacement of damaged, deteriorated or obsolete signage, structures, features, landscape forms, trails, docks, bridges, culverts, walkways, parking areas and playground and picnic equipment.
- Enforces, and supervises staff engaged in enforcing, Parks and Recreation Department policies and rules, County and local ordinances and regulations, and State laws and ordinances; issues citations for civil infractions; and determines if and when local or County law enforcement agencies should be called to enforce the law, maintain the peace and protect park patrons and Parks and Recreation property.
- Establishes and maintains positive working relationships with neighboring communities and local jurisdictions.
- Supervises the collection and receipting of concession sales; equipment rentals; park admissions, boat launch and event registration fees; and other onsite revenue activities. Balances daily cash receipts with register tapes and prepares cash deposits.
- Participates and/or supervises in the setting up and tearing down of picnic areas; shelters and park buildings; and other facilities and furnishings for special events and group reservations.
- Plans in-house park maintenance and construction projects, estimating time and materials required and scheduling work to minimize impact on park patrons. Monitors the work of external contractors to ensure that all work performed complies with contract specifications and instructs contractors to correct noncompliant work.
- Participates in the annual departmental budget process, including detailed site inspections, recommendations for repairs and improvements, and research of costs. Purchases materials, supplies and services, including researching costs, and field oversight of purchase orders related to vendors and contractors.
- Prepares a variety of reports covering park utilization, revenue collection, law enforcement contacts and other matters.
- Attends continuing education training with occasional travel required.
- Performs other functions as assigned.
Minimum Qualifications
Bachelor's degree in park administration, environmental science, forestry, or related field and at least two years of progressively responsible experience in parks and recreation management, including at least one year as a supervisor or lead person, or an equivalent combination of education and experience.
Licenses and Certifications:
May be required to obtain and maintain state certification as a pesticide applicator. Valid Michigan driver's license to operate County work truck.
