The incumbent performs professional and administrative work in developing, interpreting, and implementing complex financial and accounting concepts or techniques for financial planning and control. The primary responsibilities include performing a variety of professional tasks of moderate difficulty related to the City and County’s budget function and providing information and assistance to City and County staff and the public including but not limited to work relating to financial analyses including cost analyses, revenue analysis, performance management, and compliance accounting.

Salary Range: $38.76 - $52.44/hour | |

Position Duties

Maintains confidentiality of information consistent with applicable federal, state, and county rules and regulations.
General Duties:
Assist in planning, organizing, and preparing the City and County's annual operating and capital budgets. Forecast, monitor, and project revenues, expenditures, including payroll, and year-end balances. May review and project all revenue including but not limited to taxes, fees for licenses and permits, charges for services, intergovernmental revenue, interest, other miscellaneous revenue; may recommend adjustments and changes. Prepare annual payroll projections; monthly and annual payroll reports; monitor expenditures; projects and maintains position control. Develop operational knowledge of various departments within the City and County to assess budgets. Reviews departmental needs and evaluates resource requirements. Assist departments with budget preparation and justification; interprets guidelines, and reviews budget submissions for completeness, sufficiency, and adherence with citywide and department goals. Determines financial impact of new programs; identifies ways to reduce costs, increase revenues, and efficiency. Identifies and analyzes variances in budget information; identifies potential for service delivery improvements. Maintains budgetary control over expenditures through review of monthly budget reports; prepares a variety of reports and maintains necessary operating records. Assist in the development and implementation of policies, procedures and standards for efficient and effective operation and budgetary controls. Monitor programs’ budget performance; perform cost control activities; monitor revenues and expenditures to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Works with department staff to develop performance measures, establish goals, objectives, and action statements to support the City and County’s Strategic Outcomes. Analyze financial information to determine present and future financial performance. Serves as resource for Budget Manager on issues of budgetary policy development and administration; provides professional support to the Budget Manager. Plan and organize workload to ensure timely completion of tasks; train other staff members as required. Researches, analyzes and prepares varied budgetary/financial projects and reports at the direction of the Budget Manager. Assists with preparation of the Annual Budget Document in accordance with GFOA Guidelines; Assists in the development of presentations to staff and City Council.
The incumbent assigned to this position will provide primary direct fiscal and budgetary support to all assigned departments.
Administrative Duties:
The incumbent is responsible for effectively managing his or her workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures, and the Broomfield Municipal Code. The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs. Advises applicable administrators or departments of potential problems or concerns. Compiles, interprets, and prepares data for studies, reports, and recommendations; coordinates departmental activities with other departments and agencies as needed.
The incumbent assists in recommending and implementing modifications to systems, policies, and procedures. May conduct studies, analyses, and research on a wide variety of topics. Assists in researching and analyzing legal requirements impacting departmental programs and services. The incumbent keeps operational records and makes required reports. Evaluates service costs and makes related recommendations. Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost-effective.
Budget/Resource Management:
The incumbent participates in the preparation of the department’s annual budget. Assures those responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control. The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes, and projects of the department. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Assists in the development of short and long-range goals including annual efforts to advance the City and County’s mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe.
Public Relations/Communication:
The incumbent assists departmental staff in preparing and coordinating reports as required. Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.
Miscellaneous Duties:
Incumbent operates a personal computer including associated software programs. Incumbent operates a motor vehicle in traveling to and from work sites. Incumbent ensures that facilities and equipment are maintained properly and coordinates maintenance and repair functions. Incumbent takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. The incumbent uses all required safety equipment. Responsible for the safety of self, others, assets, equipment, and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adhere to attendance and workplace attire policies. The incumbent performs related duties as required.
Minimum Qualifications
Education- Bachelor’s degree from an accredited college or university in finance, economics, accounting, business administration, or a related field.
Experience - One to three years of progressively responsible budgeting and finance experience. Governmental experience preferred.

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience
NECESSARY SPECIAL REQUIREMENTS - Must possess and maintain a valid driver’s license and safe driving record for continued employment.
