Job Description
We’re looking for an Engineer that would enjoy working with a team of professionals to participate in design reviews and creation of standards for implementation of the District’s $4.5 BILLION capital improvement program. The successful candidate strives to ensure high quality designs of complex projects and assist in streamlining the processes for others to design to our standards. The successful candidate also possesses excellent communication skills (both verbal and written), strong interpersonal skills and must be able to multi-task and provide guidance and leadership to the team to meet assigned deadlines.
This position will be involved in review of designs prepared by others and setting standards for the construction of our unique facilities to support the existing water management system and the building of water storage impoundments, constructed wetlands, and other infrastructure to support the restoration of America’s Everglades.
The primary role of this position is to manage updates to engineering standards, provide effective and efficient supervision in a multi-discipline team setting and to interact with the end users responsible for operating and maintaining our infrastructure to ensure adaptation of the standards improves the reliability and maintainability of the District’s constructed infrastructure. Position’s emphasis is supervisory but will also include technical project review responsibilities, including to occasionally serve as the Engineer of Record for some designs that are performed within the supervisor’s engineering discipline.
Incumbent is the leader for a team of multi-discipline practitioners ensuring the team's work plans, initiatives, programs, and processes support the agency's core mission of flood control, restoration and water supply. Drives a fiscally conservative direction for managing the team's financial, human and physical resources. Serves as decision maker for the team's day-to-day and long-term operations. A person in this position must be a leader that’s well-organized, open-minded, decisive, and flexible. Must be able to communicate well with others, work as a team, and lead others by example and direction. Good writing, communication and computer skills are necessary. Extensive knowledge and experience in multi-discipline engineering design is required.
Assigns work, provides QA/QC for the work group, and reviews project documents developed by engineers within the work group as well as those developed by external design groups to ensure projects are coordinated and follow industry standards and District practices and guidelines.
Typically, the team is accountable for a significant amount of the Bureau's deliverables and financial resources. Manages resources strategically and tactically to assure execution and alignment of team operations with Bureau level business plans and strategies. Reprioritizes workloads and reallocates resources to effectively respond to unplanned events, critical operations and/or special work requests.
Consistently demonstrates a blend of technical expertise and leadership effectiveness to direct reports, as well as to all staff within the Bureau and Division. Ensures staff meets all licensure and professional certification requirements for their job and keep status current as applicable.
Communicate job expectations; plan, monitor, and appraise job performance, coach, counsel, and discipline employees; develop, coordinate, enforce systems, policies, procedures, and productivity standards; and develop succession planning for critical positions.
Employment Guidelines:
Bachelor's Degree in an Engineering field from an ABET/EAC accredited program and 10+ years' experience that demonstrates measurable career progression within engineering design discipline and leadership that can be directly applied to support the District's strategic goals and objectives. Typically, this includes a minimum of four (4) years increased supervisory accountability.
License(s) / Certification(s):
Valid State of Florida Driver's License required.
Florida PE or ability to obtain by reciprocation within 6 months of hire
Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
