About the Department

Anne Arundel County Government is hiring for a full-time, permanent Financial Reporting Manager vacancy within the Office of Finance located at the Arundel Center in Annapolis, MD

This is supervisory financial management work in administering complex finance programs and providing direction and supervision to the professional accounting staff within the Finance Department. The position serves as lead worker and maintains central oversight for the preparation of the County's Annual Comprehensive Financial Report (ACFR), including the preparation of individual statements, the State Uniform Financial Report, the Cost Allocation Plan, the Indirect Cost Proposal, the Single Audit Report, and interim financial statements.  

NATURE AND VARIETY OF WORK
Work involves managing the preparation of the County's ACFR in accordance with generally accepted accounting principles (GAAP) and audited as required by State code and the responsibility for overseeing general ledger accounting for operating funds; providing guidance to staff in matters related to state and/or local government financial reporting; supervising cash banking relationships; performing accounting for debt issuance; grants accounting; and infrastructure and fixed assets accounting. Work is performed under limited supervision within departmental procedures, rules, and regulations, and is reviewed by supervisors through observation, conferences, and reports.

Position Duties

  • Manages the preparation of the County's Annual Comprehensive Financial Report in accordance with Government Accounting Principles (GASB) and audited as required by State code.
  • Manages the preparation of continuing disclosure reports for outstanding bonds, and their filing with the Nationally Recognized Municipal Securities Information Repository as required by the SEC.
  • Provides technical guidance to departments and assists in the development/review of financial and accounting policies in accordance with GAAP, ensuring their compliance with applicable statutory requirements and regulatory guidelines.
  • Ensures the County's compliance with arbitrage regulations of the Internal Revenue Service.
  • Researches, interprets, and analyzes new accounting pronouncements and standards, and their impact on the County, ensuring the County's compliance with the arbitrage regulations of the Internal Revenue Service.
  • Plans, directs, and supervises activities of a professional accounting staff and provides a developmental training program.
  • Directs and supervises the maintenance of various accounting ledgers and reviews trial balances for accurate reconciliation.
  • Supervises and participates in the preparation of financial statements and reports required for the year-end financial report and outside auditors, and participates in ad hoc committees relating to specific governmental accounting issues.
  • Performs related duties as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Extensive knowledge of current governmental and accounting principles, methods, and practices.
  • Extensive knowledge of overall public finance and governmental accounting and financial reporting, to include areas of cash and investments, debt management, and bond disclosure.
  • Extensive knowledge of computerized government financial systems, cloud-based ERP applications, and regulatory requirements, including laws, rules, administrative policies, principles, methods, and practices related to accounting and financial reporting.
  • Ability to plan, direct, and supervise professional accounting staff involved in the analysis and review of complex and diversified accounting tasks.
  • Ability to develop and make improvements in accounting systems, procedures, and pertinent forms.
  • Ability to communicate effectively, verbally and in writing, and to conduct financial studies and prepare complex financial reports.
  • Ability to develop and maintain effective working relationships with subordinates, county officials, public and private sector organizations, and the general public.

Minimum Qualifications

Education: Graduation from an accredited four-year college or university with major coursework in accounting.
Experience:
Six (6) or more years of experience in complex accounting and fiscal operations, including two (2) or more years of experience in preparing governmental financial reports and supervision.

Note:  For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service.  Applicants with a foreign degree must provide this documentation upon the close of the announcement. An Accredited University or College is recognized by an accrediting agency as an institution that maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

Other Qualifications

PREFERENCE WILL BE GIVEN TO APPLICANTS WITH EXPERIENCE IN THE FOLLOWING AREAS:

  1. Advance Excel experience
  2. Experience preparing and managing the Annual Comprehensive Financial Report in accordance with Government Accounting Principles (GASB).
  3. Three (3) or more years of experience in a related role as either an accountant or analyst.
