About the Department

Are you someone who is ready to make a difference within their local community? If so, the City of Flagstaff is seeking a qualified Water Resources Specialist to join our team!

 As the City’s newest Water Resources Specialist, you will actively support and uphold the City’s stated mission and values. We seek a highly motivated individual who is passionate about water resources, collaboration, and the mission of the City of Flagstaff, to lead technical and analytical aspects of the City's water resources section, including but not limited to, work within groundwater monitoring and modeling, aquifer parameter investigations, groundwater well site investigations, watershed monitoring and water demand forecasting. The individual will be responsive to questions from the public, internal City Staff and partnering agencies and organizations. The individual will also represent the City by participating in local, regional and state-wide workgroups that advance initiatives of the City of Flagstaff. Position Duties

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers. 
  • Assists with formulating and monitoring budgets for assigned areas of responsibility.
  • Prioritizes day-to-day activities in order to reach the goals and objectives of the Division.
  • Makes recommendations to supervisor regarding operational procedures.
  • Follows Federal, State, and Local laws and regulations and City policies and procedures.
  • Assists the Water Resources Division with the development of innovative programs that promote program goals. 
  • Researches and coordinates recommendations set forth by the City’s Water Commission. 
  • Monitors and tracks education and outreach efforts for participation, cost, and effectiveness. 
  • Researches and applies for state, federal, and private funding opportunities that support the Water Services mission. Reports on grant updates as required. 
  • Coordinates with partners and other City staff to implement strategies and actions associated with Division goals. 
  • Provides support to the Water Services Director and Water Resources Section and ongoing interdepartmental water resources efforts. 
  • Represents the Water Services Division at local and national meetings, seminars, and conferences. 
  • Works with local media outlets to promote programmatic goals. 
  • Conducts education and outreach to raise awareness about Water Services Division initiatives.
  • Analyzes best practices to manage water resources; conducts a technological analysis of organization and community water use and water demand; scenario planning.
  • Monitors and tracks community water use efforts, measures progress, and reports on that progress. 
  • Coordinates intergovernmental agreements and service contracts pertaining to water resources.  
  • Collection, validation, reporting, quality assurance and quality control analysis, and presenting groundwater and surface water data.
  • Conduct groundwater and watershed modeling.
  • Field work, such as installing transducers, downloading data, collecting water levels, developing cross-sectional rating curves.
  • Water well drilling oversight.
  • Assistance with water reuse and water planning content.
  • Provide support on the City’s Designation of Adequate Water Supply permit.
  • Assemble water rights information.
  • Gather data for the annual report to the Water Commission.
  • Development of website content and website maintenance.
  • Tabling at outreach events.
  • Organizing community meetings.
  • Technical report writing.
  • Related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Geology, Environmental Science, or related field.
  • Two years of project coordination or field work experience in water resources management or related field.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements. 


DESIRED EXPERIENCE AND TRAINING

  • Completion of advanced course work from an accredited university or college in hydrology, water resources, or related field.
  • Experience deploying and using technical software for hydrological, water quality, data analysis type applications.
  • Ability to utilize design principles to create promotional materials, internal reports and/or communication materials. 
  • Experience with federal grants, other forms of federal funding, or federal reporting.
  • One year of field experience.

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Must be eligible to drive on behalf of the City.
  • Regular attendance is an essential function of this job to ensure continuity.
