The City is currently recruiting for a Code Enforcement Officer I/II to inspect and enforce applicable local codes and ordinances pertaining to nuisance, zoning, and related abatement. Under general supervision of the Building Safety and Enforcement Manager, the Code Enforcement Officer I/II administers the City’s code enforcement program including field investigations, collecting data and documenting evidence, communications with affected parties, and preparing notices and reports involving violations of the City’s codes.

Candidates should have at least one (1) year of experience working with the public involving investigative skills, have good customer service skills, and the ability to learn and implement local laws, processes and procedures.

This is a Monday - Friday, in-office position. 
 
DISTINGUISHING CHARACTERISTICS
The Code Enforcement Officer I (salary range M51: $71,672.30 - $90,792.32 annually) is the entry-level class of the Code Enforcement Officer series.  Initially under general supervision, the incumbents perform more routine duties while learning city policies and procedures and becoming familiar with the variety of departmental systems and practices and how to handle increasingly more difficult code enforcement work.  As experience is gained, duties become more diversified and are performed under more direction.  At the discretion of the Department Director, this class is flexibly staffed with Code Enforcement Officer II and incumbents may be advanced to the higher level after one year, and demonstrating proficiency that meets the qualifications.

The Code Enforcement Officer II (salary range M53: $75,254.85 - $95,330.59 annually) is the experienced/journey-level class in the series, fully competent to independently perform their duties.  

Classification will depend on candidates' qualifications and experience. This position is non-exempt and part of the Local 39 IUOE union.

Position Duties


NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all the duties listed.

  • Assist in the implementation of a comprehensive administrative code enforcement program.
  • Conduct field investigations to uncover possible violations of property maintenance, zoning, signs, abandoned vehicles, and related ordinances; perform follow-up investigations to determine if compliance has been reached.
  • Professional and courteous public contact.
  • Photograph evidence.
  • Prepare memoranda, letters, and reports on code cases.
  • Prepare code cases for public hearing.
  • Confer and coordinate with other agencies and city departments on the investigation and disposition of various code cases.
  • Compile information on a variety of code enforcement matters.
  • Respond to public inquiries regarding code enforcement matters.
  • Testify in hearings and court proceedings.
  • Perform related duties as assigned.

Minimum Qualifications


NOTE: The level and scope of the knowledge and abilities listed below are related to job duties as defined under "Distinguishing Characteristics."
 
Knowledge of:

  • Principles, practices, methods, and techniques of code enforcement.
  • City codes, ordinances, laws, and regulations pertaining to health and safety.
  • General city services and municipal organizational structure as they relate to code enforcement.
  • Investigative principles and practices. Rules of evidence, courtroom demeanor, and testimony.
  • California Penal Code.
  • Safe and efficient work practices as they relate to code enforcement.
  • Common word processing, spreadsheet, and database software.

 Ability to:
  • Understand and interpret development plans and construction drawings.
  • Understand legal descriptions and boundary maps of real property.
  • Analyze and compile technical information on nuisance investigations and violations.
  • Enforce pertinent codes and ordinances.
  • Understand and interpret laws and regulations with impartiality and efficiency.
  • Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
  • Effectively communicate verbally and in writing.
  • Establish and maintain effective relationships with those contacted in the course of work.

Other Qualifications


Code Enforcement Officer I
 
Education:
High School Diploma, G.E.D, or equivalent to the completion of the 12th grade.

Experience:
One (1) year of full-time experience in public contact work involving investigative skills and experience in any one of the following fields: code enforcement, planning, development, criminal justice, building inspection or construction site inspection.
 
Code Enforcement Officer II

Education:
High School Diploma, G.E.D, or equivalent to the completion of the 12th grade.

Experience:
One (1) year as a Code Enforcement Officer I with the City of Folsom.

OR

Two (2) years of full-time experience in public contact work involving investigative skills and experience in any one of the following fields: code enforcement, planning, development, criminal justice, building inspection or construction site inspection.
 
Desirable Qualifications:
Certification as a Code Enforcement Officer from an agency endorsed by AACE, ICC or any recognized Code Enforcement training organization.
 
License, Certificate, Registration Requirements:
  • Possession of, or ability to obtain and retain, a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
  • For Code Enforcement Officer I/II, possession of, or ability to obtain and retain, a CACEO Certification or equivalent within one (1) year of employment.
Physical Requirements:
Work is occasionally performed in a typical office environment; frequently outside in various types of weather.  (1) Mobility:  occasional use of keyboard; frequent sitting; occasional walking, standing, bending, squatting.  (2) Lifting:  occasionally up to 25 pounds.  (3) Vision:  constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.  (4) Dexterity:  frequent repetitive motion; frequent fine manipulation, frequent writing; frequent grasping, holding, and reaching. (5) Hearing/ Talking:  frequent hearing and talking, in person and on the phone.  (6) Emotional/ Psychological:  frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone; occasional contact with angry or upset citizens.  (7) Environmental:  occasional exposure to noise.
