JOB DESCRIPTION

Job Title: Compliance Manager  

Classification:Exempt/Salaried/Non-Union
Reports To: General Counsel

Prepared Date:September 2025

ESSENTIAL FUNCTIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of knowledge, skill, and/or ability required.

  • Work to ensure that everyone inside the Yard, as well as subcontractors, are safe and are performing their work in accordance with HPSI CORE principals
  • Ensure that all HPSI safety procedures, rules and regulations are communicated, understood, and followed

Ensure Compliance with U.S. Import/Export Laws

·  Adhere to and apply requirements of:
• U.S. International Traffic in Arms Regulations (ITAR)
• U.S. Export Administration Regulations (EAR)
• Office of Foreign Assets Control (OFAC)
• U.S. Customs and Border Protection Regulations (HTS codes, imports)

Monitor and Manage Trade Compliance Activities

·        Oversee the company-wide export control compliance program; evaluate and update policies/procedures as needed.

·        Monitor, advise, and recommend best practices, emerging trends, and regulatory changes.

·        Classify goods, technology, and software prior to any export or deemed export.

·        Prepare and submit export license applications (ITAR: DSP-5, DSP-73, DSP-85, TAAs, MLAs; EAR: SNAP-R).

·        Manage export customs documentation and pre-alert processes.

·        Submit timely renewals of Export Control Licenses and maintain export control logs.

·        Ensure compliance with U.S. license reporting requirements.

·        Provide export control training and awareness programs.

·        Support external audits, conduct internal reviews, and self-assessments.

·        Investigate potential non-compliance, support corrective actions, and assist with voluntary disclosures.

Implement Policies and Provide Guidance

·        Roll out HPSI trade compliance policies and procedures; provide direction and support across the organization.

Analyze Business Needs and Provide Solutions

·        Evaluate company operations against global trade requirements and design compliant, practical solutions.

Provide Regulatory Interpretation and Guidance

·        Interpret and advise on export classifications (ECCN/USML), tariff classifications, sanctions, and anti-boycott regulations.

·        Develop trade compliance training programs.

Conduct Denied Party Screening

·        Perform screening of all visitors, customers, suppliers, contractors, and partners using the HPSI screening tool.

  • Perform other related duties as required and assigned.

 

COMPETENCIES

·        Ability to interpret and apply complex regulatory requirements to business operations.

·        Proficient computer skills with the ability to adapt to compliance-related systems and tools.

·        Strong interpersonal and communication skills with the ability to work effectively across teams and with multiple stakeholders.

·        Self-starter with proven problem-solving abilities and a proactive approach to compliance challenges.

SUPERVISORY RESPONSIBILTY

This position has no supervisory responsibilities.

 

EDUCATION AND EXPERIENCE

·        Bachelor’s degree in a relevant discipline required.

·        Minimum of 8 years of experience in trade compliance or related field.

·        Strong knowledge of trade compliance regulations, including ITAR, EAR, OFAC, and U.S. Customs and Border Protection (USCBP).

·        Demonstrated experience building export controls compliance awareness into daily operations of a large, complex organization.

·        Understanding of information technology security as it relates to trade compliance.

 

WORK ENVIRONMENT

Environmental exposures are similar to those found in most heavy industrial settings and may include noise, heat, cold, vibration, dust, fumes and smoke.  Work may be executed indoors or outdoors and may involve exposure to inclement weather conditions.
