The Sr. Proposal Manager plays a critical role in supporting RYAN’s growth within the federal and commercial contracting marketplace. This position manages the full lifecycle of proposal development—from RFP analysis through submissions ensuring all deliverables are compliant, compelling, and aligned with RYAN’s mission, capabilities, and client requirements. This role requires strong attention to detail, cross-functional collaboration, and the ability to work under tight deadlines while maintaining a high standard of quality and compliance. The ideal candidate will be self-driven and resourceful problem-solver that is capable of exercising autonomy in daily tasks and consistently demonstrates accountability for project outcomes, timelines, and quality within a lean team structure.
Core Responsibilities:
Lead the entire proposal process for federal, state, and commercial RFPs, RFIs, and RFQs.
Analyze solicitation documents to identify key requirements, evaluation criteria, deliverable schedules, and compliance risks.
Develop proposal schedules, outlines, compliance matrices, and assignments for writers, SMEs, and reviewers.
Engage with BD Team and potential teaming partners for proposal responses and communicate with teaming partners to establish the timeline, writing assignments, and other artifacts needed for a proposal response
Collaborate with HR, Finance, and Contracts teams to gather accurate data for pricing, key personnel, and corporate qualifications.
Prepares all technical responses to RFPs/RFQs/ RFIs ensuring final deliverables meet all solicitation requirements, formatting standards, and submission guidelines, and RYAN and Subs proposals comply with all applicable federal procurement regulations.
Coordinate and lead color team reviews within the timeline necessary, to submit fully compliant, well-written proposals, and meet agency requirements
Draft and edit executive summaries, management and technical sections, past performance narratives, and resumes.
Conducts research to obtain information, past performance, photos, graphics, industry regulations and insights, and data to assist in structuring and composing proposals
Maintain and curate proposal templates, boilerplate content, and standard corporate capability statements.
Support graphics development, win-themes, and differentiators aligned with RYAN’s corporate capabilities.
Manage document control, versioning, and secure file sharing across internal and subcontractor teams.
Track proposal metrics, success rates, and lessons learned for continuous process improvement.
Maintain a centralized RFP tracking system with proposal status, deadlines, and outcome history.
Research and analyze laws, regulations, directives, and other data to determine its impact on government procurement requirements
Support capture management by contributing to win strategies, teaming discussions, and bid/no-bid analyses.
Supports and meets with the BD Team to provide subject matter expertise as needed
Engage via phone calls and emails with Government staff regarding upcoming RFP opportunities
Meet to discuss the status of our quarterly and annual goals, etc.
Requirements
10+ years of experience in federal proposal management or RFP analysis with a strong understanding of proposal structure, and compliance requirements.
Exceptional organizational skills with the ability to manage multiple deadlines simultaneously.
Presentation deck development, process ownership, and project management skills.
Exceptional communication and collaboration skills.
Advanced Microsoft Word, Excel, PowerPoint, and Adobe Illustrator skills.
Understanding of business integration issues and technologies
Proficiency with federal procurement platforms (e.g., SAM.gov, FPDS, GovWin, eBuy).
Preferred:
Bachelor’s degree in Business, Communications, English, or related field
Knowledge and understanding of professional IT managed services and staff augmentation
