About the Department

Seattle Public Utilities (SPU) is seeking an experienced Senior Capital Projects Coordinator to join our dynamic Project Controls team in the Project Management and Controls Division of the Project Delivery and Engineering Branch in delivering critical infrastructure projects that serve the Seattle community. In this pivotal role, you will support the planning, scheduling, and execution of high-value capital projects while implementing earned value management principles and maintaining our project integration systems. This position offers an exciting opportunity to work on complex, multi-stakeholder infrastructure programs that directly impact the quality of life for Seattle residents and the greater Puget Sound region.

Position Duties

Project Planning & Execution

  • Collaborate on cost development, scheduling, and risk assessment
  • Support Estimate to Complete (ETC) calculations and scenario planning
  • Participate in core meetings and stage gate reviews
  • Review Project Management Plans (PMPs), cost estimates, and risk registers

Cost and Schedule Development & Management

  • Develop/maintain Critical Path Method (CPM) schedules in Primavera P6
  • Create schedule narratives analyzing project scopes with stakeholders
  • Resource/Cost-load schedules per Work Breakdown Structure (WBS) for EVM analysis
  • Conduct Schedule Risk Analysis (SRA) and develop recovery scenarios
  • Review consultant/contractor schedules for compliance and Time Impact Analysis (TIA)

EVM Implementation

  • Establish Performance Measurement Baselines (PMB)
  • Generate metrics: Cost Performance Index (CPI), Schedule Performance Index (SPI), ETC
  • Track Budgeted Cost of Work Scheduled (BCWS), Actual Cost of Work Performed (ACWP)
  • Prepare status reports and variance analysis

System Administration

  • Administer Primavera P6 and Project Integration Framework (PIF)
  • Ensure data accuracy and system integration
  • Provide user support and training
  • Maintain Schedule Guide and Project Management (PM) Guide Chapters

Contract Support

  • Support Task Orders and Memorandums of Agreement (MOAs)
  • Review Division 1 Specifications
  • Develop cost plans and cashflow projections

Minimum Qualifications

Education & Experience: 

  • Bachelor's degree in Architecture, Engineering, Business Administration, Urban Planning, or related field;

AND

  • Four (4) years project/construction management experience

OR

  • Equivalent combination of education/training/experience

 

Additional Requirements:

  • Valid Washington State driver's license or equivalent mobility


Desired Qualifications

  • Demonstrated knowledge of project management methodologies including schedule development, cost control, risk management, stakeholder engagement, and integration management principles
  • Experience building collaborative relationships with diverse stakeholders including community members, contractors, consultants, and multi-disciplinary teams from various cultural and professional backgrounds
  • Advanced Primavera P6 administration skills
  • Earned Value Management System (EVMS) experience
  • Critical Path Method (CPM) and Schedule Risk Analysis (SRA) expertise
  • Knowledge of construction standards and public sector requirements
  • Proficiency in MS Project, CA PPM, and integrated project controls
  • Strong analytical, communication, and stakeholder management skills

Other Qualifications

Workplace Schedule/Environment:

  • Hybrid schedule with remote work flexibility (minimum 3 days/week in-office). Individual schedules will be agreed upon by the employee and their supervisor.
  • Work is performed both in an office environment and in a public setting.

The salary range for this position is $61.94 - $72.26
 hourly.
