The Kings County Fire Department is seeking an experienced and motivated fire service professional to join its leadership team as a Battalion Chief - Prevention. This is an outstanding opportunity to lead dedicated crews in protecting life, property, and the community through effective fire suppression, prevention, training, and emergency response operations. Working under the direction of the Fire Chief and Assistant Fire Chief, the Battalion Chief plays a key role in managing daily operations, ensuring readiness, and fostering professional development within assigned stations and personnel. The ideal candidate is a confident, collaborative, and proactive leader who leads by example, demonstrates sound judgment under pressure, and is committed to maintaining the highest standards of safety, service, and integrity.
One immediate vacancy in the Prevention Division. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.

MANAGEMENT LEVEL II BENEFITS
This position includes Management Group II benefits, which features CalPERS retirement (plan and tier placement determined at benefits selection) and fully paid PPO health, dental, vision, and chiropractic insurance for employees and eligible dependents. Employees are also eligible for the Deferred Compensation Plan, with the County contributing one dollar for every three dollars contributed by the employee, up to $3,500 per year. Vacation accrual ranges from 12 to 20 days per year, based on years of service, and the County Administrative Officer may authorize an adjusted accrual rate for employees hired from other public agencies to reflect prior service. In addition, this position includes 80 hours of management leave (pro rated upon hire date), which may be cashed out at the employee’s option. Employees receive 12.5 scheduled paid holidays per year, plus an additional 3.5 days when the County participates in holiday closures, and 10 to 12 days of accrued sick leave per year with unlimited accrual. Other benefits include $40,000 term life insurance and access to the onsite Health Center Monday through Friday for employees and eligible dependents, without the need to use sick or other leave for personal appointments. Uniform allowances and longevity pay is available for safety classifications after 5, 10, and 15 years of service.

Position Duties

Prevention:
Plans and directs a comprehensive fire prevention program; conducts inspections of residential, commercial, industrial and institutional facilities to assess conformity with state and local fire laws, codes and ordinance; enforces code violations including fire, building, and weed abatement; issues citations for violations and prepares documentation for legal actions; performs follow-up investigations to ensure that remedial action has been taken; reviews plans and blueprints for compliance with fire code requirements; prepares and recommends changes in fire regulations; maintains records and prepares reports and correspondence; administers and manages the departments Fire Investigator Program; investigates the cause and origin of fires and makes reports; collects, preserves, and documents evidence used in criminal prosecution of arson related fires; may testify in court; supervises and participates in departmental inspection programs; drafts and updates plans; manages the Office of Emergency Management and personnel; provides input regarding local, state, national emergency service issues; assists in the provision of shelter for disaster victims in Kings County; conducts training for fire department personnel, volunteers and the general public in the areas of fire safety, prevention and arson investigation; may be assigned weekends and when necessary; plans, organizes, directs and coordinates the activities of fire department personnel, volunteers and apparatus engaged in all aspects of fire suppression, prevention, and protection; uses excellent customer service skills; establishes and maintains effective working relationships with other employees, officials, and all members of the general public; assumes the duties and responsibilities of a shift Battalion Chief on assigned rotations as required; meets the public and interacts with various officials and citizens regarding fire prevention, fire hazard reduction and related fire department functions; prepares and justifies annual budget estimates for prevention and/or program; monitors and controls budget expenditures.
Operations: Manages, plans, organizes, directs and coordinates the activities of fire department personnel on a designated shift in the operations division; engages in all aspects of fire suppression, prevention and protection; enforces state and County fire laws, codes and ordinances; assists with delivering; enforces all department rules, regulations, procedures and policies; maintains effective discipline; inspects and directs the maintenance of fire stations, grounds and equipment; receives, investigates and takes appropriate action on complaints from the public; prepares reports, including performance evaluations and other departmental actions; plans, prepares and presents training programs, and ensures that fire personnel and volunteers are adequately trained and knowledgeable in fire suppression operations, procedures and tactics; responds to all fires within the assigned battalion and, when required, throughout the County; when necessary, operates fire apparatus and equipment and engages in other fire suppression activities; investigates fires for cause and origin; prepares and justifies annual budget estimates for assigned battalion and/ or program; monitors and controls budget expenditures; meets the public and interacts with various officials and citizens regarding fire prevention, fire hazard reduction and related fire department functions; establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Training: Conducts multi-company and mutual aid drills; oversees technical skills training and professional development functions for fire personnel; plans and develops monthly training assignments; develops and implements a comprehensive fire training program and standards for entry level personnel; provides scheduled supervisory and management training programs for management staff and sworn personnel; prepares training schedules and supervises fire personnel in all training activities; acts as Department liaison to other fire training agencies and associations; maintains files of training records; acts as the department Safety Officer; assists in coordinating public fire safety training programs; establishes and maintains effective working relationships with other employees, officials, and all members of the general public; attends monthly chief officers meetings in order to integrate the training function with other departmental activities; assumes the duties and responsibilities of a shift Battalion Chief on assigned rotations as required; meets the public and interacts with various officials and the public; prepares and justifies annual budget estimates for training and/or program; monitors and controls budget expenditures.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Education: Equivalent to graduation from high school. Desirable: A two year degree (Associate of Arts or Associate of Science) from an accredited college or university in Fire Science, Fire Technology, Public Administration, Business Administration or a closely related field is desirable.
Experience: Seven years of increasingly responsible experience in fire suppression or prevention work in an organized fire department, including at least three years in a position comparable to Fire Captain or a higher class and/or experience as a fire marshal, fire investigator, or other chief position.
LICENSES AND CERTIFICATIONS
License: Possession of a valid, appropriate California driver's license issued by the Department of Motor Vehicles.
Certificates:
1.) Possession of valid EMT- 1 Certificate.
2.) Possession of valid C.P.R. Certificate issued by the American Red Cross, American Heart Association, or equivalent recognized certifying agency.
3.) Possession of valid California State Fire Marshal's Office – Fire Officer Certification and/or Company Officer Certification.
SPECIAL REQUIREMENTS
1.) Incumbents assigned to the Prevention Division must successfully complete and possess a valid California State Fire Marshal's Office – Fire Investigator I, Prevention Officer I, Investigation 2A and 2B and/or Fire Inspector 1 and Fire Inspector 2 certificate, and obtain and maintain a valid PC 832 Arrest and Firearms certificate within (12) twelve months of appointment.
2.) Ability to travel within and outside the County; ability to work on-call and stand-by assignments. Incumbents are required to remain in the County of Kings when on-call and on stand-by assignment including but not limited to a rotating assigned on-call duty week or shift; incumbents are required to reside within the County of Kings or within (60) sixty minutes response time from the Kings County Fire Department Headquarters within six months of initial appointment to Battalion Chief in order to remain in the position.
