Description
Performs complex skilled work supervising and participating in the preventative maintenance, repair, and cleaning of Town properties, parks facilities, and equipment, identifying and addressing maintenance needs, enforcing OSHA safety standards, and related work as required. Hand tools, lawn mowers, and light to medium duty construction equipment are used in this position. This position is designated as essential during emergency or disaster situations. Work is performed under the general direction of the Streets and Grounds Manager. This position supports Crew Chiefs and/or Grounds Maintenance Technicians.
Essential Job Functions
- Performs and evaluates department operations and initiatives related to Town grounds and park maintenance.
- Develops, prioritizes, and assigns work orders to crew; manages the online work order entry system; verifies completion of work orders.
- Supports daily operations of crews and communicates needs to staff for execution.
- Develops and implements written grounds maintenance plans that address identified needs.
- Performs regular evaluations of crew activities and grounds needs; provides reports to Streets and Grounds Manager.
- Responds to complaints and concerns regarding parks and Town grounds maintenance and cleanliness with written and oral correspondence with the public and supervisors.
- Assists recreation staff with grounds and equipment needs for programs and special events.
- Performs complex maintenance tasks related to grounds equipment.
- Administers field and grounds inventory of supplies.
- Assists with purchasing for the Division including preparation of contracts, estimates, purchase orders, and bid packages for projects.
- Manages crew time records, annual evaluations, and continuing education.
- Supports and enforces proper safety protocols to ensure crew safety.
- Performs work during emergency or disaster situations upon request and as assigned.
- Regularly demonstrates and leads others in the application of the Town’s core values of respect, engagement, supportive work environment, communication, and service excellence.
Requirements
- Associates/Technical degree with coursework in public or business administration, landscape/turf management, or related field and considerable experience in park maintenance and repair activities, landscaping trades including supervisory experience, or the equivalent combination of education and experience.
- Considerable (3-5 years) grounds maintenance experience
- Possession of an appropriate driver's license valid in the State of North Carolina.
- Possession of Flagger Certification, within one (1) year of appointment.
- Possession of Forklift Operator Certification within one (1) year of appointment.
- Possession of FEMA Class 100, 200, 700 and 800 Certifications within one (1) year of hire.
- Possession of NC Pesticide Applicator Core, Ornamental Turfgrass Pesticide, and Right of Way License issued by the State of North Carolina.
- Possession of Certified Pool Operator Certification, within one (1) year of appointment.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of the principles, practices, equipment, tools, and materials used in park and grounds maintenance.
- Comprehensive knowledge of hazards and necessary safety precautions involved in park and grounds maintenance work.
- Comprehensive knowledge of irrigation systems, maintenance, and operation.
- General small engine and automotive maintenance skills and diesel engine repair.
- Skill in the safe use of hand and power tools of the trade and the ability to instruct others.
- Ability to communicate effectively orally and in writing.
- Ability to read, write, and understand operational manuals of all types of power equipment and tools.
- Ability to read and understand construction plans as it pertains to ground maintenance.
- Ability to plan and support the work of others.
- Ability to use Town of Leland technology systems.
- Ability to maintain records and prepare technical reports.
- Ability to perform work during emergency or disaster situations upon request and as assigned.
- Ability to establish and maintain effective working relationships with associates, contractors, consultants, architects, engineers, and the public.
Physical Requirements
