About the Department

POSITION SUMMARY:

An employee in this position collects taxes on a daily basis for the Tax Department of Harnett County. This includes greeting visitors; processing tax payments; processing wage garnishments and bank attachments; researching information for foreclosures and bankruptcy claims; processing all DSO files; updating information; and helping with the daily reports, deposits, and check scanning.
Hiring Range: $40,457.00

Position Duties

ESSENTIAL FUNCTIONS OF THE POSITION:
            

  • Take payments across counter and balance batch daily.
  • Answer basic questions for taxpayers, mortgage companies, attorneys, and other third parties in all aspects of the office and refers taxpayer to appropriate division for further discussion.
  • Research refunds for processing and authorize for Finance department.
  • Process return checks in billing system and send certified letters.
  • Help with monitoring discoveries and releases for refunds.
  • Post credit card payments and apply to bills correctly.
  • Research delinquent tax bills using Transunion, VTS, Employment Security Commission, Secretary of State.
  • Review wage garnishments, bank attachments, and rent attachments on delinquent accounts.
  • Contact  taxpayers by phone and email about delinquent tax bills.
  • Complete mobile home moving permit, as needed.
  • Prepare daily deposits to be reconciled, prepare daily and monthly reports to send to the Finance department and municipalities, as assigned by Deputy Collector. 
  • Issue Sheriff Executions, and work with the Sheriff Department as assigned by Deputy Collector.
  • Assist Customer Service in answering phones, as needed.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • High school diploma or equivalent and/or Associates Degree in Accounting or Business Administration;
  • Minimum of 2 years in banking, finance, clerical work, or bookkeeping
  • Or equivalent education and/or experience.
  • Certificate in Fundamentals of Property Tax Collection, Certificate in Property Tax Listing and Assessing to be attained within 2 years of employment.
 
KNOWLEDGE, SKILLS, and ABILITIES: 

  • Knowledge of cash handling procedures.
  • Knowledge of collections and tax exemptions.
  • Knowledge of bookkeeping principles.
  • Skill in customer service.
  • Skill in using a computer for data entry and research.
  • Skill in dealing courteously and tactfully with the general public.
  • Ability to explain tax laws and policies to others.  
  • Ability to establish and maintain effective working relationships as necessitated by work.

Other Qualifications

PHYSICAL DEMANDS:

Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of perceiving sounds at normal speaking levels, lifting, using mental acuity, reaching, performing repetitive motion, speaking, standing, and expressing ideas by the spoken word. An incumbent must also possess the visual acuity to analyze data, work with numbers, and use a computer.
