Position Duties

Loudoun County's Department of General Services is seeking a highly motivated, results- oriented and customer service-driven candidate to fill this senior-level position, as the Assistant Director, Public Works & Environmental Services. This position demands a seasoned leader with a strong moral compass, high emotional intelligence, and astute political acumen to foster consensus among diverse stakeholders to deliver data-driven, scientifically sound, and politically balanced environmental programs, initiatives, and strategies. The successful candidate will provide critical department leadership supporting the Director and Deputy Director, and overseeing the operational areas of the Public Works, Energy, Water, and Environmental Programs. This position is highly visible with the Board of Supervisors and community stakeholders may act in the absence of Departmental leadership on all matters, including personnel, budget, procurement, and interaction with all facets of County government, including County Administration, Board of Supervisors, and State and Federal agencies. 

The successful candidate will be able to perform the following:
• Effectively lead and liaison on behalf of the County and the Department with various internal and external committees, work groups, and organizations, handling complex policy issues
• Oversee the activities of the Stormwater Management Program
• Oversee the continued maturation and execution of the County's Municipal Separate Storm Sewer System (MS4) stormwater discharge permit
• Oversee the County's Community Water/Wastewater Program
• Oversee the County's Public Works Program (sign shop, stormwater maintenance, asphalt program, and snow removal)
• Oversee the County’s Energy and Environment Programs
• Lead and execute the County’s Energy Strategy and associated Implementation Plan
• Lead the County Natural Resource Strategy development, and future execution
• Provide operational and strategic leadership within the Public Works and Environmental Services portfolio to ensure the department's goals are consistent with the priorities and objectives of the County Administration and Board of Supervisors
• Mentor mid-level managers


Hiring salary is commensurate with experience.

Minimum Qualifications

Requires any combination of education and experience equivalent to a Master's Degree in Business Administration, Public Administration, Engineering, Environmental Science, or related field and five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role.

The following are preferred qualifications:
• Five (5) years of directly related experience with increasing responsibility in public works, energy management, stormwater, and/or emergency management fields, ideally with two (2) years in a supervisory or management role within one or more of those fields
• Experience engaging Elected Officials

Other Qualifications

Criminal, credit, and DMV background checks required. Valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification).

Subject to recall or being held beyond schedule workday. Must be available to respond to County emergencies24/7 as directed in accordance with Department policy and written or verbal directive. The position is considered “essential.”

The incumbent alternates with the Department leadership in providing senior General Services presence in the County's Emergency Operations Center (EOC) during emergencies arising from natural or man-made disasters.

The position is eligible for partial telework in accordance with the County’s Telework Policy.
