Required
- Any combination of education and experience equivalent to a bachelor's degree in accounting, business administration, or a related field with course work in quantitative analysis.
- Four (4) years of experience in financial management, budgetary analysis, or fiscal analysis.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of the theory, methods, principles, and practices of public administration with particular reference to governmental budget, finance administration, and/or grants development.
- Ability to analyze, interpret, and evaluate complex financial and administrative data to project fiscal requirements.
- Ability to effectively use automated financial systems.
- Ability to communicate effectively, both orally and in writing.

Major Duties/Essential Functions
- Exercises control and oversees maintenance of a variety of budget development and/or grant activities.
- Serves as liaison to an organizational entity and advises and assists with developing estimates and supporting data.
- Compiles comparative and historical data to be used in analyzing the transactional activity of organizational entities or funds.
- Performs advanced-level analyses of organization or fund assigned to include work units, costs of service, contractual compliance, and/or grants amendment tracking.
- Recommends modification, approval, or disapproval of financial submissions based on established policies and practices.
- Advises and assists in developing budget estimates and supporting data; analyzes and consolidates cost allocation requests.
- Conducts periodic audits or reviews to ascertain that appropriated and non-appropriated funds allocated have been expended as specified.
- Provides direction on financial matters and ensures procedural compliance with rules and regulations.
- May assist at public budget hearings and budget presentations.
- Participates in developing policies, procedures, and practices governing the development, formulation and maintenance of the budget.
- Develops, prepares, and/or assembles reports, charts, and graphs for use in fiscal support or forecasting.
- May provide training and advice on the use of automated financial systems and procedures related to budget development and/or the grants process.
- Performs related duties as required or assigned.
