Job Title: Business Systems Analyst Lead

Department: Operations – Services

Reports To: RavenTek Program Manager

Location: Washington D.C.

Schedule: Monday – Friday 

Hours: Full-time, 40-hours/week

FLSA Status: Hourly, Nonexempt

Clearance: Secret


Position Summary

The Business Systems Analyst Lead plays a crucial role in analyzing, improving, and modernizing business systems that support ship and submarine maintenance operations. Based at the Washington Navy Yard (WNY), this role bridges IT solutions and operational needs, providing leadership in process modernization, system enhancement, and stakeholder collaboration. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the customer.

Requirements

Essential Duties and Responsibilities

  • Analyze and improve WNY-specific business processes supporting the program.
  • Lead the development, evaluation, and optimization of work methods and system usage.
  • Oversee contractor tasking, performance standards, and project schedules for WNY efforts.
  • Translate business requirements into effective IT solutions in collaboration with development teams.
  • Lead user requirement analysis, ensuring alignment with evolving operational needs.
  • Produce documentation for business processes, user needs, and technical system features.
  • Supervise and mentor a team of analysts supporting the lifecycle.
  • Modernize legacy business operations while implementing enhancements for new capabilities.
  • Implement SAFe Agile practices to improve delivery, communication, and stakeholder engagement.
  • Serve as liaison between WNY stakeholders and the customer program team to ensure alignment.
  • Collaborate across teams to manage stakeholder expectations and program alignment.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Provide Monthly Status Report (MSR) to the RavenTek Program Manager by the deadline provided. 
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Ability to travel on an as needed basis up to 10%. 
  • Other duties as assigned.

Knowledge and Critical Skills

  • Extensive knowledge of business systems analysis principles.
  • Strong leadership in full business process lifecycle management.
  • Must be familiar with both legacy software applications and current web application technologies used in WNY operations.
  • Experience in managing business processes across multiple operating systems and technology platforms.
  • Experience working with legacy and modern application systems across multiple platforms.
  • Proficiency in applying SAFe Agile methodologies to federal/DoD programs.
  • Must have understanding of DoD operational frameworks and WNY-specific business process needs.
  • Excellent problem-solving and stakeholder management skills.
  • Ability to align strategic program direction with user requirements.
  • Effective documentation and communication of complex requirements and workflows.
  • Must be familiar with WNY-specific operational structures and technical challenges.
  • Ability to collaborate across teams to manage stakeholder expectations and program alignment. 

Education & Work Experience

  • Bachelor’s degree in Business, Information Systems, or related field.
  • Minimum 12 years of experience in programs or policies.
  • Proven experience leading business analysis teams on large-scale IT programs.

Certifications, Licenses

  • CompTIA Security+ CE.
  • SAFe Agilist (SA) certification or higher.
  • Advanced SAFe certifications such as SAFe Program Consultant (SPC) or SAFe Business Analyst, desired.

Special Requirements

  • Must be able to obtain and maintain required security clearances.

Work Environment

Employee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.

Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
