Description

This position falls under the Kickapoo Tribal Police Department for the Kickapoo Tribe of Oklahoma (KTOPD). The Emergency Management Specialist shall be responsible for developing and implementing emergency response plans, coordinating with other agencies, and ensuring the safety and security of tribal communities during emergencies and disasters. The Kickapoo Tribe of Oklahoma seeks a dedicated Emergency Management Coordinator to lead efforts in increasing tribal capacity for disaster preparedness and response. This role will focus on developing and implementing a comprehensive relocation and emergency management plan to address natural disasters and climate-related risks, including severe storms, wildfires, and drought.

Essential Duties, Functions, and Responsibilities

Tasks are as follows, but not limited to:

  • Develop and maintain emergency management and relocation plans addressing wildfires, floods, droughts, severe storms, and public health emergencies.
  • Create and update exercise documentation, including strategies, scenarios, briefings, Master Events Lists, After Action Reports, and Strategic Improvement Plans.
  • Assist in the development and oversight of emergency management projects across tribal lands and adjacent infrastructure (roads, railways, pipelines, powerlines).
  • Ensure all PSA-OEM plans are reviewed, revised, and maintained in accordance with tribal policy and leadership direction.
  • Participate in local, tribal, state, and federal emergency management training, workshops, and FEMA meetings.
  • Collaborate with tribal departments, local governments, and federal agencies to ensure coordinated emergency response.
  • Serve as part of the instructional cadre for community education and public relations programs related to emergency preparedness.
  • Maintain and manage official communications through the RAVE alert system.
  • Monitor and update RAVE alerts to ensure timely dissemination of emergency information.
  • Train staff on RAVE system usage and ensure all personnel are informed of protocols and updates.
  • Lead emergency response efforts, coordinating decision-making and resource deployment.
  • Maintain situational awareness of events that may impact tribal safety or emergency response.
  • Perform on-call duties and work alternate shifts, including weekends and holidays, as needed.
  • Identify and manage tribal emergency resources, including personnel, equipment, and communication systems.
  • Apply for and manage federal grants and funding to support emergency management initiatives.
  • Ensure emergency plans and actions respect tribal sovereignty and culture practices.
  • Work closely with tribal leadership to align emergency preparedness with community priorities.

Qualifications


Minimum Mandatory Qualifications

Education and Experience:

  • Bachelor's degree in emergency management, Public Administration, Environmental Science, or related field (or equivalent experience) preferred, not required
  • Experience in tribal emergency management or disaster response preferred.
  • Strong knowledge of climate change impacts, hazard mitigation, and tribal governance.
  • Excellent communication, organizational, and leadership skills.
  • Familiarity with emergency communication systems (e.g., RAVE) and federal emergency protocols.

Additinal Qualifications:

  • Ability to handle multiple tasks and priorities in a constantly changing environment.
  • Strong knowledge of emergency management principles, practices, and procedures.
  • Proficiency in using emergency management software and technology.
  • Knowledge of the functions and structure of the Kickapoo Tribe of Oklahoma government and operations.
  • Knowledge of current Federal, State, and local laws, ordinances, regulations, established procedures, approved principles, practices, and organization of tribal emergency management functions.
  • Ability to communicate effectively both oral and written English, to prepare accurate, concise, complete, and informative written materials, and to make effective (In-person & Virtual) presentations to small and large groups.
  • Ability to manage projects and personnel effectively and to work productively either independently, as a team member, or as a team leader.
  • Skill and ability to handle multiple concurrent assignments and activities.
  • Proficiency in the use Microsoft-based word processing, spreadsheet, and database software, and in the development and maintenance of data.
  • Ability to calculate figures and amounts; ability to compute percentages and to interpret graphs.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to apply knowledge of current research and theory in a specific field.
  • Ability to maintain confidentiality.
  • Ability to develop and deliver training programs.
  • Knowledge of tribal government structure and protocols.
  • Experience in law enforcement or public safety preferred.
  • Associate Emergency Manager (AEM) certification.
  • Certified Emergency Manager (CEM) certification.
  • Emergency Management Professional Program (EMPP) certification.
  • Relevant certifications, such as FEMA certifications, may be required or preferred.

Conditions of Employment:

  • Must possess a valid driver's license.
  • Must be able to demonstrate their US work authorization during the employment verification process.
  • Required to pass a criminal background investigation and drug/alcohol test.
