Position Purpose Manages various governmental funds, reviews transactions for classification and expenditures, performs audit of control ledgers, prepares timely reports on complex accounts, assists in preparing audit worksheets and supporting schedules, controls account balances and reconciles differences.
ESSENTIAL JOB FUNCTIONS
Accounting
Prepares, records, and summarizes numerical and financial data to compile and maintain financial records according to governmental accounting principles and district procedures.
Creates and monitors control, procedures, and forms for the recording of capital assets and district inventory; records depreciation, conducts periodic physical inventory for capital and noncapital district assets.
Reconciles differences of account balances, CIP projects activity and close out, inventory and external sources.
Responsible for tracking and recording leases and SBITAS in accordance with accounting standards.
Reviews financial reimbursement reports for federal, state, and local agencies.
Prepares income statements, balance sheets, consolidated statements, and year end audit schedules and other related reports.
Performs cost accounting activities, bank reconciliations, or accounting for districts revenues and expenditures.
Prepares, reviews and verifies accuracy of journal entries, accounting methods, and procedures.
Assists with complex accounting projects including year-end accruals, monthly allocations of costs, revenue recognition, receivables collections, monthly and year-end general ledger system closings.
Performs other duties as assigned.
Administration
Works with administrators, principals, directors, and staff regarding budget and accounting issues.
Communicates with regulatory agencies to determine financial reporting compliance.
Reads and interprets technical and/or legal documentation.
Assists with external audits.
Records and Reports
Prepares timely audit schedules and financial statements according to federal, state, and GASB standards.
Compiles, maintains, and files all reports, records, and other documents required, including auditable records and financial statements.
Other
Assign work to accounting clerk and other employees engaged in accounting activities.
Supervisory Responsibilities
Supervises work of accountants.

Knowledge, Skills and Abilities
Knowledge of governmental accounting and auditing principles established by the Governmental Accounting Standards Board (GASB).
Knowledge of computerized accounting systems.
Knowledge of Texas Education Agency’s Financial Accountability System Resource Guide (FASRG).
Knowledge of applicable federal and state laws regarding education and students.
Knowledge of Generally Accepted Accounting Principles (GAAP).
Knowledge of budget control methods, policies, and procedures.
Ability to prepare financial and accounting records.
Ability to analyze, consolidate, and interpret accounting data.
Ability to compile, organize, interpret, and communicate accounting data and results concisely.
Ability to manage a budget and work within the constraints of that budget.
Ability to analyze and interpret financial data, evaluate accounting problems, develop data, and recommend improved procedures.
Ability to use software to develop complex accounting reports, spreadsheets, and databases.
Ability to organize and coordinate work.
Ability to communicate effectively, both oral and written forms.
Ability to engage in self-evaluation with regard to performance and professional growth.
Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
Travel Requirements
Travels to school district buildings and professional meetings as required.
Physical and Mental Demands, Work Hazards
Tools/Equipment Used: Standard office equipment including personal computer and peripherals
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
Attendance: Regular and punctual attendance at the worksite is required for this position.
Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
Minimum Required Qualifications
Education: Bachelor’s degree from accredited college or university in accounting or business.
Certification/License: None.
Experience: 5 years’ in accounting required; 2 years’ governmental fund accounting preferred.
