Reporting to the Corporate Director, Public Safety and Security Services/ Chief of Public Safety and serving in a key leadership capacity, the Physical Security Systems and Technology Manager assists by providing a wide scope of managerial functions in support of an industry leading healthcare enterprise security risk management program.  In addition to being responsible for all day-to-day public safety system and administrative functions associated, as well as technology projects. The Physical Security Systems and Technology Manager plays a critical role in ensuring the safety and security of facilities, staff, and community members through the effective integration of technology and law enforcement operations. This position ensures systems are leveraged not only as protective tools but also as force multipliers that enhance prevention, deterrence, detection, response, and accountability.  

The Physical Security Systems and Technology Manager is responsible for assisting the Corporate Director, Public Safety and Security Services/ Chief of Public Safety with the strategic planning, implementation, and ongoing management of all physical security technologies and systems supporting public safety and security services operations. This includes oversight of access control, video surveillance, intrusion detection, communication systems, and other emerging security technologies. The Physical Security Systems and Technology Manager ensures systems operate at the highest levels of reliability, compliance, and efficiency to safeguard people, property, and sensitive information.
This position bridges law enforcement operations with technology solutions, providing expert leadership in system design, deployment, project management, vendor coordination, and team development.

This individual plays a key role during emergency operations and, when incidents arise, assists in the organization’s process for executing the National Incident Management System (NIMS).  Must possess a strong understanding of healthcare security management programs, patient satisfaction expectations, team collaboration and the know how to instill a department culture of providing the highest level of patient services and safety.   
 

Responsibilities

Essential Duties and Responsibilities:


Public Safety and Security Services (Administrative):
•    Responsible for assisting the Corporate Director, Public Safety and Security Services/ Chief of Public Safety with day-to-day oversight and facilitating the implementation of best practices in professionalized public safety operations at all facilities owned or occupied by Centra Health.
•    Collaborate with the Corporate Director, Public Safety and Security Services/ Chief of Public Safety to develop, implement and support strategies to protect all Centra Health assets whether they are human, physical, or intellectual.
•    Assist in the development and management of departmental budgets, including making budget allocations, approving expenditures, submitting, and tracking purchases, and ensuring expenses are within budget.
•    Keeps customers and managers informed and involved; constantly monitors and evaluates public safety services on an ongoing basis.
•    Demonstrates knowledge of and supports hospital and departmental mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality statements, corporate compliance plan, customer service standards, and the code of ethical behavior.
•    Resolving and responding to complaints regarding DPSS System and Technology related issues.
•    Completing monthly, quarterly, and annual reports and assisting the Corporate Director, Public Safety and Security Services/ Chief of Public Safety by managing DPSS System and Technology budgets.
•    Serving as the department’s SME (subject matter expert) in all DPSS System and Technology matters.
•    Other special duties and projects assigned by the Corporate Director, Public Safety and Security Services/ Chief of Public Safety.

Leadership & Strategy
•    Develop and execute a comprehensive technology strategy for physical security systems aligned with departmental goals and industry best practices.
•    Provide leadership and direction to technical, non-sworn, and sworn staff assigned to support and operate security technologies.
•    Serve as the subject matter expert and advisor on physical security technology for department leadership and external stakeholders.
•    Identify, evaluate, and implement emerging technologies that strengthen security posture and operational efficiency and effectiveness.

Systems and Technology Management
•    Oversee the administration, maintenance, and lifecycle management of all physical security systems including, but not limited to, access control, video surveillance, alarms, weapons screening, visitor management, and communication infrastructure.
•    Ensure all systems are configured, monitored, and maintained for optimal functionality, cybersecurity, and compliance with regulatory standards.
•    Establish standards and policies for system use, access, and data retention.
•    Conduct regular audits and risk assessments to identify vulnerabilities and recommend mitigation strategies.
•    Coordinating the updating and assignment of access levels, processing requests for system access, and scheduling doors to be opened and closed.
•    Printing badges for employees and contractors as needed on a scheduled and drop-in basis.
•    Collaborate with architects, vendors, facilities, project managers and others to design electronic security systems based on project/construction documents and using relevant software, when appropriate. Provide electronic security and access control design input to the concept and construction drawings, when needed.
Project & Vendor Management
•    Manage planning and execution of security technology projects, from requirements gathering and design through implementation and evaluation.
•    Collaborate with IT, Facilities, and other departments to ensure successful system integration.
•    Develop and oversee vendor contracts, service agreements, and maintenance schedules.
•    Track budgets and expenditures related to technology acquisition and upkeep.

Training & Support
•    Provide training programs and resources for public safety officers, security personnel, and staff on the proper use of security technology and systems deployed.
•    Ensure performance standardization and adherence to policies, processes and protocols through regular evaluations.
•    Develop user guides and documentation to support system operation, repairs, maintenance, and compliance.

Compliance & Investigative Support
•    Ensure all systems comply with federal, state, and local regulations, as well as all internal policies.
•    Provide investigative assistance by retrieving, analyzing, and securing electronic security data for use in law enforcement or administrative investigations.
•    Maintain strict confidentiality and chain of custody protocols.

Miscellaneous:
•    Ensures safe, secure, and consistent care to patients, staff, and visitors; adheres to all Centra Health policies, procedures, and standards within budgetary specifications including time management, supply management, productivity and quality of service.
•    Promotes individual professional growth and development by meeting requirements for mandatory/continuing education and skills competency; supports department-based goals which contribute to the success of the organization; serves as preceptor, mentor, coach and resource to less experienced staff.
•    Demonstrates knowledge of and supports hospital mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality statements, corporate compliance plan, customer service standards, and the code of ethical behavior.
•    Other special duties as assigned by the Corporate Director, Public Safety and Security Services/ Chief of Public Safety.

Qualifications

Required Qualifications:
•    Associates Degree required.
•    Minimum of 10 years of progressively responsible experience in physical security systems management, preferably within a law enforcement or public safety environment.
•    Demonstrated experience in system administration, project management, and vendor/contract management.
•    IAHSS Basic and Advance Certifications preferred (if not certified upon date of hire, must obtain IAHSS certification as a Certified Healthcare Advanced Security Officer and Supervisor certification no more than twelve (12) months after hire).
•    Minimum of 5 or more years’ experience directing an electronic security program for a large organization.
•    Minimum of 5 or more years’ experience in project management involving hardware, software (including RS2/ Acre or similar platform), and the implementation of electronic security systems, including any of the following: badge access control, equipment monitoring, alarm equipment, and video surveillance systems.
•    Proficiency using modern physical security equipment and systems (access control, CCTV/VMS, patrol tour, etc.), office, computer and telephone equipment as used by Centra Health.
•    Experience drafting organizational policies and/or standard operating procedures.


Preferred Qualifications:
•    Bachelor’s degree preferred.
•    IAHSS CHPA-Certified Healthcare Protection Administrator Certifications preferred (if not certified upon date of hire, must obtain IAHSS certification as a CHPA-Certified Healthcare Protection Administrator no more than eighteen (18) months after hire).
•    Supervisory, project management or leadership experience.
•    Project Management Professional (PMP) or equivalent.
•    Relevant manufacturer or system-specific certifications
•    IAHSS CHPA-Certified Healthcare Protection Administrator Certifications preferred (if not certified upon date of hire, must obtain IAHSS certification as a CHPA-Certified Healthcare Protection Administrator no more than twenty-four (24) months after hire).
•    Knowledge of healthcare public safety, security services, and law enforcement operations, procedures, and compliance requirements.
•    Proficiency in IT/networking concepts related to physical security systems.
•    Strong analytical, problem-solving, and decision-making skills.
•    Excellent communication and interpersonal skills, with the ability to collaborate across departments and with external stakeholders.
•    Ability to manage multiple priorities under pressure while maintaining attention to detail.
•    Commitment to integrity, confidentiality, and professional ethics.
Travel Required
Travel is expected to be between Centra owned facilities and training assignments.
