Overview:

GDC IT Solutions is currently seeking a Senior Technical Business Lead to work in a hybrid capacity, with 2-3 days a week in Harrisburg, PA.

Position Overview:

OVERVIEW:

 

As a Senior Technical Business Lead, you will be responsible for bridging the gap between business needs and technical solutions within the Pennsylvania Emergency Management Agency (PEMA) and the Office of State Fire Commissioner (OSFC). You will work closely with section management and application development teams to plan, support, and lead critical IT initiatives.

Responsibilities:

  • Work directly with PEMA/OSFC Section Management to solve IT business solution needs and problems.

  • Plan and coordinate daily stand-ups with the development team.

  • Provide and lead Incident Management and Change Management for the PEMA/OSFC application support team.

  • Collaborate with the application team to identify and resolve technical issues.

  • Review business requirement specifications and provide development level-of-effort estimations.

  • Provide weekly status updates on project tasks and team initiatives.

  • Maintain application inventory, organize support documentation, and manage the application portfolio.

  • Participate in the evaluation and adoption of COTS (Commercial Off-The-Shelf) products.

  • Gather tasks and requirements with a focus on security and accessibility.

Minimum Qualifications:
  • 5+ years of experience with DevOps and familiarity with SCRUM, iterative, and waterfall development methodologies.

  • 5+ years of experience with ITSM tools, including Remedy and ServiceNow.

  • 5+ years of IT project management experience.

  • 5+ years of experience in problem-solving within complex technical environments.

  • 5+ years of strong analytical and communication skills.

  • Excellent communication skills and the ability to understand client requirements.

  • Ability to build strong relationships with clients and colleagues.

  • Skilled in data gathering and interpretation.

  • Excellent presentation skills.

  • Broad knowledge of technologies and applications.

  • Ability to clearly explain technical concepts to both technical and non-technical audiences.

  • Knowledge of industry quality standards, legislation, and best practices.

  • Ability to work effectively under pressure and meet deadlines.

  • Flexible and adaptable approach to work.

  • Commitment to staying up to date with evolving technologies.
