GENERAL DESCRIPTION:

Temporary/Casual (Wage)

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changes in duties as needed.  

 

The Academy Course Instructor, under limited direction, is responsible for instructing and facilitating training courses for the TDEM Emergency Management Academy (Academy) in an adult education learning environment. Duties include, but are not limited to, developing, designing, delivering, and evaluating various courses and exercises related to all phases of emergency management. This role will utilize extensive knowledge of adult learning theories and learning styles to maximize learner success and ensure the overall effectiveness of the course instruction. The Academy Course Instructor will utilize all resources of adult instruction to present and teach course material relevant to the Academy, including sharing lessons learned from personal experience related to emergency management or previous disaster responses related to all phases of emergency management. In addition, this position will facilitate the updating and revising of courses in the curriculum development process and review new instructional materials, as requested. The Academy Course Instructor will maintain records, reports, and documentation of learning activities during each course or exercise delivery.   

 

This position reports to the Section Chief, Academy Training.  

 

*Hourly rate is commensurate and will be determined based on level of education, experience, and skillset.  

 

Note: This is a Temporary/Casual position established to accommodate a temporary organizational need. As such, TDEM does not guarantee any set number of hours in this role. Temporary/Casual positions are ineligible for employee benefits and have a finite term that is subject for renewal each fixed term based upon business needs.  

*This position is located on-site and not subject to telecommuting.

 

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES 

  • Oversees and leads the implementation of training for the Academy cadets, participants, and other instructors as assigned 

  • Develops, designs, instructs and evaluates various courses within a specified program related to Academy cadets or emergency management professionals.   

  • Instructs or assists with course instruction. Provides expert advice on lessons learned.  

  • Prepares training materials and ensures that the classroom is prepared for class delivery to include setting up and tearing down equipment, course props and other materials. 

  • Ensures participants have achieved the final objectives of the delivered course(s).  

  • Serves as a subject matter expert in National Incident Management System (NIMS), Incident Command System (ICS), and Emergency Management instruction 

  • Maintains subject matter expertise on emergency management related topics of instruction.  

  • Supports the design, development, and delivery of training, exercises, learning activities, and simulation environments in the TDEM Emergency Management Academy. 

  • Provides support to Training leadership in the development and revisions of academy courses. 

  • Administers, maintains, and ensures completion and collection of student attendance rosters, registration forms, pre-test/post-test, course evaluation, and delivery records forms. 

  • May coordinate personnel assignments in support of upcoming course deliveries 

  • Facilitates and/or monitors activities of assigned instructors during course delivery to ensure course objectives are met 

  • Delivers engaging instruction in both online and classroom settings, utilizing a variety of teaching methods to accommodate different learning styles and enhance learner engagement  

  • Provides support and technical assistance in specialized areas of emergency management, leveraging expertise to enhance understanding and application of course material.  

  • Debriefs and provides feedback with the instructional team, as applicable, to determine delivery areas of improvement.  

  • Works closely with Training staff to address training needs and contribute to the overall effectiveness of the Academy’s training programs.  

  • Complies with state and federal laws/codes and Texas A&M University System/TDEM policies and procedures. 

  • Maintains and safeguards assigned TDEM-issued equipment and access. 

  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with system and agency safety requirements. 

  • Maintains a professional appearance and follows all dress codes associated with work activity.  

  • May be required to deploy during a state disaster. 

  • May be required to instruct in other parts within the state of Texas when needed.  

  • Face-to-face and person-to-person interactions are required. 

  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed. 

  • Ability to travel (25%). 

  • Performs related work as assigned.

MINIMUM QUALIFICATIONS:  

Education: Bachelor’s degree in a related field from an accredited four-year college or university or equivalent combination of education and experience. 

 

Experience:   

  • Thirteen (13) years of related with emergency management operations or related field to include emergency management preparedness, response, mitigation, or recovery, including seven (7) years of experience of adult education and/or training. 

  • Six (6) years of supervisory experience. 

 

PREFERRED QUALIFICATIONS:  

  • Bachelor’s degree or Master’s degree in a related field.  

  • Extensive years (15 years or more) of related field experience in emergency management preparedness, response, mitigation, or recovery.  

  • Extensive working knowledge in a specialty area of emergency management preparedness, response, mitigation, or recovery 

  • Certification in any of the following areas: Emergency Management Professional Development Series, Emergency Management Advanced Professional Series, Certified Emergency Manager (CEM), Certified Texas Emergency Manager (TEM). 

  • Emergency Medical Technician.  

 

*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.  

KNOWLEDGE, SKILLS, AND ABILITIES:  

  • Extensive knowledge of adult learning theories and adult learning styles.  

  • Extensive knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), including multi-agency coordination systems, emergency operations centers, and incident command operations in emergency response settings. 

  • Extensive knowledge of practical experience in emergency management scenarios or disaster response which can provide valuable insights and lessons for course participants. 

  • Advanced knowledge of exercise design and/or evaluation.  

  • Advanced knowledge of a learning management system.  

  • Proficiency with Microsoft Word, Excel, Blackboard and PowerPoint. 

  • Must possess effective verbal and written communication skills and be able to interact with a variety of instructional, management, and support staff at all levels, including senior incident personnel. 

  • Ability to multitask and work cooperatively with others. 

  • Ability to create, revise, and deliver curriculum and instructional material. 

  • Ability to conduct specific and/or ongoing evaluations for assigned training activities and related learning events using evaluation instruments, observations, examinations, and questionnaires. 

  • Must possess excellent organizational skills and be able to routinely and effectively handle multiple tasks. 

  • Ability to communicate orally and in writing. 

  • Ability to coordinate and facilitate planning meetings and project deliveries. 

 

REGISTRATION, CERTIFICATION OR LICENSURE  

  • Requisite within six (6) months of employment to obtain certification of the G/L-141: Instructional 

  • Requisite within six (6) months of employment to complete Presentation and Evaluation Skills, G-265: Basic Instructional Skills, EMI Master Trainer, Fire Instructor I, or equivalent. 

  • Requisite within six (6) months of employment, to complete the following FEMA courses: ICS 100, ICS 200, IS 700, and IS 800.
