About the Department

Under administrative direction, the Distribution and Collection Manager provide leadership, oversight, and coordination of the City’s water distribution and wastewater collection systems. The position is responsible for ensuring effective operation, maintenance, repair, and construction activities while upholding safety, regulatory compliance, and service quality standards.

Position Duties

Leadership and Management
•Oversee daily operations and staff within the water distribution and wastewater collections divisions through subordinate supervisors. 
•Establishes work standards, procedures, and schedules to ensure efficient and sage operations. 
•Supervises hiring, training, and performance evaluations of assigned personnel. 
•Promote teamwork, accountability, and professional growth among staff. 
•Enforces all City and departmental rules, regulations, and safety policies.

Planning and Operational Oversight
•Provides administrative direction in the operation, maintenance, and planning of the City’s water distribution and wastewater collection systems. 
•Coordinates maintenance, repair, and construction activities to minimize service interruptions and ensure infrastructure reliability. 
•Assists with the design, review, and coordination of plans and specifications for utility construction projects. 
•Works collaboratively with other City departments, contractors, and outside agencies to ensure project success and operational continuity. 

Financial and Budgetary Management
•Assists with the preparation, implementation, and oversight of the annual operating budget. 
•Monitors expenditures to ensure cost-effectiveness and responsible use of resources. 
•Gathers price quotes and recommends procurement of materials, supplies, and equipment needed for projects. 
•Maintains accurate records of time, materials, and equipment used on a work order basis. 


Customer Service and Communication
•Responds to public inquiries, complaints, and service requests related to water and wastewater systems in a professional and timely manner. 
•Communicates with local, state, and federal agencies regarding compliance with regulatory standards and requirements. 
•Prepares and submits periodic and special reports as requested. 
•Builds and maintains positive working relationships with internal and external stakeholders. 

Safety and Compliance
•Ensure that all operations and employees adhere to established safety practices and regulatory standards. 
•Enforces safety compliance among subordinates and promotes a culture of safety awareness. 
•Performs duties in accordance with City policies and applicable laws, regulations, and environmental standards. 

General Administrative
•Maintains reliable and regular attendance. 
•Performs related duties as required or assigned to meet operational needs. 
•Represents the department professionally in all interactions with employees, citizens, and agencies. 



Minimum Qualifications

Work is performed both in an office and field environment. The role requires the ability to sit, stand, walk, and travel to multiple worksites. Duties may involve exposure to extreme weather conditions, hazardous materials, loud noise, fumes, odors, water, and mud. The employee may be required to kneel, crouch, crawl, climb ladders, and lift materials weighing up to 100 pounds. Work may involve exposure to mechanical, electrical, chemical, and traffic hazards while inspecting or supervising work in the field.

Other Qualifications

•Bachelor’s degree in a related field required. 
•Five (5) years of progressively responsible supervisory experience in water or wastewater construction, maintenance, or operations; or an equivalent combination of education, training, and experience. 
•Valid Class C Distribution License (or equivalent) and Class II Wastewater Collection License (or equivalent) required. 
•Class B Water and Class B Wastewater Certificates are preferred. 
•Must possess a valid Texas Driver’s License with a driving record that meets City guidelines. 

•Water distribution and wastewater collection operations, maintenance and construction practices. 
•Federal, state, and local regulations governing water ans wastewater utilities. Budget preparation, cost estimation, and resource management. 
•Occupational safety standards and practices. 
•Supervisory principles, team leadership and employee development. 
•Planning and coordinating multiple projects and priorities. 
•Reading and interpreting technical manuals, construction plans, and regulatory materials. 
•Writing clear, accurate correspondence and reports. 
•Using computer systems and software related to utility management and documentation. 

•Performing mathematical calculations for cost, quantity, and resource estimation. 
•Communicate effectively, both orally and in writing. 
•Establish and maintain productive relationships with employees, contractors, and the public. 
•Analyze operational issues and implement effective solutions. 
•Lead and motivate teams in a safe, efficient, and professional manner.
