Director of Elementary Education at Surry County Schools

General Description

Under the direction and supervision of the Assistant Superintendent of Curriculum and Instruction, directs the district’s instructional programs at the elementary level and facilitates the ongoing development and alignment of the district’s elementary programs.

Reports to: Assistant Superintendent

Education requirements

• Master’s Degree from an accredited educational institution.
• Minimum of five (5) years of teaching and a minimum of three (3) years of school leadership.
• Successfully led as a school administrator at the elementary level. 
• Experience in elementary education.
• Trained in Science of Reading

Personal Qualifications

• Character, personality, and proper social capability to relate effectively with staff, students, and community. Demonstrated ability to work with a wide variety of community groups and organizations.

Duties and Responsibilities

The Director of Elementary Education shall fulfill the following duties and responsibilities:

I. Instructional Leadership, Coaching, and Support

• Provide direct coaching and comprehensive support for elementary principals and assistant principals.
• Lead professional learning opportunities for principals and assistant principals on a regular basis.
• Create and disseminate regular updates, including the Monthly Principal Resource Guide, to ensure principals are informed and supported in instructional initiatives.
• Conduct Curriculum Monitoring Visits with the curriculum team.
• Provide support and leadership within Professional Learning Communities (PLCs).

II. Curriculum, Assessment, and Data Management

• Serve as a leader and general resource person in matters relating to elementary curriculum development and evaluation.
• Facilitate, implement, and assist with the development of curriculum in all content areas, K-5.
• Analyze, report, and interpret student performance data (e.g., Check-In Data, DIBELS, EOG) and make recommendations for instructional improvement.

• Coordinate the development, printing, and distribution of local K-2 Math Assessments and Manage the K-2 Math Summative Assessments provided by DPI.
• Review and revise instructional materials yearly, such as Pacing Guides and the Curriculum Walkthrough Instrument.
• Facilitate, implement, and lead the AIG program, K-12, including plan development, coordinate meetings, and ensuring program standards are met.

III. Literacy and Early Learning Programs

• Facilitate, implement, and assist with the development and implementation of literacy in Surry County Schools.
• Oversee Read to Achieve (RtA) legislation, including the annual revision of the Literacy Intervention Plan.
• Manage all logistics and planning for the annual Summer Reading Camp, including determining dates, locations, staffing, budget (PRC 016), and state reporting.
• Manage all aspects of the Language Essentials for Teachers of Reading and Spelling (LETRS) continuation and implementation.  
• Oversee state reporting, including DIBELS Data Verification, annual submission of the Literacy Intervention Plan, and Read to Achieve yearly reporting.  
• Coordinate the annual Kindergarten Beginner's Day, including the creation of informational materials, scheduling of Kindergarten Screening, and procurement of materials.

IV. Multi-Tiered System of Support (MTSS)

• Works alongside the Assistant Superintendent and the Secondary Curriculum and Instruction Director in the Implementation and Monitoring of Multi-Tiered System of Support (MTSS).
• Update and maintain the District MTSS Guidebook.
• Ensure that principals understand and implement the required Standard Treatment Protocols for Literacy and Math.
• Monitor NC Early Learning Inventory (NC ELI) deadlines and Individual Reading Plans (IRP).

V. Professional Staff Development and Supervision

• Coordinate and implement professional development for all program areas.
• Provide direct direction of elementary instructional coaches and curriculum and literacy specialists, including oversight of assignments and expectations.
• Conduct evaluations and observations of instructional coaches.
• Provide Support for Beginning Teachers.

VI. Operational and Fiscal Management

• Manage PRC 085 and PRC 016 budgets.
• Supports the process of textbook and resource selection and adoption at the elementary level, in alignment with the secondary program.
• Manage yearly expenses, including purchasing and renewal of essential instructional programs.
• Coordinates the procurement and distribution of textbooks, workbooks, and other curriculum materials.
• Support County-Wide Events.
• Effectively communicates with parents.
• Attends Board of Education monthly meetings and presents relevant information regarding elementary education.
• Supervises, directs, coordinates, and/or assists with all other programs as assigned.

Physical & Cognitive Requirements

Work in this classification is considered light physical work requiring the exertion of up to 20  pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
