About This Job
This position involves independent management responsibilities and specialized work in accomplishing requirements of the civil rights compliance program both internal and external to the Louisiana Works. The work is directed at the implementation, review, audit, training, and monitoring of Statewide Community Service Block Grant (CSBG) Agencies, Statewide Workforce Innovation and Opportunity Act (WIOA) Agencies, and American Job Centers (both Employment Services and Unemployment Insurance (UI) funded by the U. S. Government through the Workforce Investment Act, Wagner Peyser, and Community Service Block Grant in order to insure nondiscrimination in employment of policy and procedures based upon federal rules and regulations, policies and procedures. Work is performed at the administrative complex as well as on-site statewide.

Position Duties

Six years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law; OR

Six years of full-time work experience in any field plus three years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law; OR

A bachelor's degree plus three years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law; OR

An advanced degree plus two years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Develops, implements, and monitor both Title VI and Title VII of both the Louisiana Works and its recipients who received federal funding through Louisiana Works. Travel as necessary to conduct on-site compliance reviews of all WIOA and CSBG sub-recipients to ensure compliance with applicable federal and state regulations, laws, contract provisions, policies and procedures in accordance with LWC's federal approved Non-Discrimination Plan (NDP) implementing regulations at 29 CFR Part 38 and 45 CFR 80 and 84.
  • Conduct Desk Reviews of Diversity Plans submitted by the CSBG sub-recipients and Non-Discrimination Plans submitted by the WIOA agencies and American Job Centers. Also, review Section 188 Language Assistance Planning and Self-Assessment Tool and compile report for submission to the US Dept. of Labor (USDOL)
  • Provide Equal Opportunity (EO) training and technical assistance to WIOA EO Coordinators and CSBG EO Officers. Provides technical assistance to LDOL management personnel and management personnel of recipients agencies relative to the interpretation of civil rights laws, EO regulations, Executive Orders, Affirmative Action guidelines. 
  • Investigate Discrimination complaints within the time frame prescribed by the US DOL's Civil Rights Center. Advise and counsel employees, applicants, claimants and participants of their rights through the grievance and discrimination complaints procedures
  • Performs other duties as assigned.

Location: Baton Rouge, La 

Appointment Type: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected.  If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
