- Education and School-Day Programs: Offering pre-kindergarten services, community schools, after-school programs, and college access counseling.
- Sector-Focused Training and Employment Placement Pathways: Providing specialized training, employment placement pathways, Summer Youth Employment, Work Learning Grow initiatives, and aiding residents in accessing new employment opportunities.
- Community & Economic Empowerment Services: Enabling community progress through community centers, resident services, food access, financial literacy programs, and support accessing benefits and wellness services.

Position Summary
The Phipps Neighborhoods Workforce Program is a career development initiative for youth and young adults ages 18 and older, offering work readiness training, occupational skills development, and employment support. Participants also benefit from paid internships, comprehensive case management, post-secondary education access, and credentialed training.
The Senior Case Manager plays a leadership role in ensuring participants’ successful engagement, completion, and transition to employment. This position provides advanced case management services, supervises and mentors case management staff, and coordinates supportive services to address employment barriers. The Senior Case Manager integrates social work best practices, trauma-informed care, and workforce readiness to achieve equitable outcomes for participants.
Salary range for this role will be $65,00.00 to $70,000.00, based on education, training and experience.
Duties and Responsibilities:
Assessment & Planning
• Conduct comprehensive evaluations of applicants’ physical, emotional, and social needs to determine program fit and identify barriers.
• Develop personalized service plans in collaboration with qualifying applicants
• Complete intake assessments, enrollment paperwork, exit interviews and required documentation.
Ongoing Case Management
• Meet regularly with participants to monitor progress and provide support while addressing issues related to attendance, time management, and workplace readiness.
• Offer individual and group counseling, including motivational interviewing and coaching.
• Support participants in achieving program milestones and transitioning to positive post-program opportunities such as employment, education, or advanced training.
Referrals & Resource Navigation
• Connect participants to internal and external supportive services including housing, childcare, healthcare, and public benefits.
• Ensure follow-up and engagement with referred services.
Program Leadership & Staff Development
• Provide guidance, mentorship, and supervision to case managers, aides, and interns.
• Lead case conferences and reflective supervision sessions.
• Serve as a clinical resource for staff managing complex participant needs.
Workforce Training & Employer Collaboration
• Partner with instructors, job developers, and employers to ensure participants are prepared for job placement.
• In collaboration with the employer engagement team, support participants during job search and job retention phases.
• Collaborate with employers to resolve workplace challenges and improve retention.
Data Entry & Reporting
• Maintain timely and accurate case records in program databases.
• Track participant progress, milestones, and employment outcomes.
• Analyze data to identify trends and recommend program improvements.
Program Improvement & Advocacy
• Identify and recommend new strategies, resources and service opportunities to address participant needs.
• Advocate for equitable access to training, resources, and employment opportunities.
• Identify and establish new partnerships and collaborative opportunities to meet the changing needs of participants and community.
Crisis Response
• Provide immediate intervention and referrals during participant crises, ensuring safety and continuity of services.

Qualifications:
• Master’s degree in Social Work (MSW) required
• At least two years of progressive experience in case management, workforce development, youth development or related human services.
• Experience supervising staff and interns.
• Experience with Salesforce or other case management systems.
• Bilingual a plus (Spanish, Mandarin, etc.).
