About the Department
Definition: Under general supervision from the Assistant Director of Gaming, oversees implementation, evaluation, maintenance and repair of surveillance equipment. Monitors and ensures surveillance systems compliance with established Gaming Compact and SRPMIC gaming ordinances, rules and regulations. Develops and maintains policies, procedures and guidelines to facilitate the timely maintenance, installation, repair and replacement of surveillance systems and equipment. Directly supervises assigned Surveillance A/V Technicians in the maintenance, repair, and installation of surveillance equipment. This job class is treated as FLSA Exempt.

Position Duties
1. Surveillance Systems Operations: Plans, manages and oversees daily installation, operation, maintenance and repair of surveillance CCTV equipment.
- Assists in designing, planning, managing, and implementing surveillance systems requirements to ensure compliance with Tribal/State Gaming compact.
- Develops and maintains procedures and guidelines for all surveillance installation, maintenance and repair requirements to assist staff in daily work activities.
- Oversees project management responsibilities for construction and Casino department projects that affect surveillance systems to minimize disruptions in system operations.
- Provides inputs on annual budgetary requirements to ensure availability of funding to support the maintenance, repair, and replacement of surveillance equipment.
- Utilizes expertise to assist with the programming and integration of Access Control and IP based CCTV Systems for the department.
- Researches and forecasts future surveillance systems needs and prepare proposals/recommendations for the purchase of new equipment as needed for supervisor’s review.
- Evaluates and improves the effectiveness of surveillance systems service delivery throughout the casinos.
- Provides technical advice and expertise on surveillance systems technology issues and proposed solutions.
- Acts as liaison between the IT department, vendors, and manufactures’ engineers to ensure that system support or configuration requirements are completed according to system specifications.
- Coordinates, supervises, and schedules work assignments for assigned Surveillance A/V Technicians to ensure surveillance systems remains operational at all times.
- Conducts regular staff meetings to keep staff informed of all operational requirements and changes.
- Implements and maintains a comprehensive training and mentoring program to improve surveillance staff efficiency, training, inventory control, and ability to effectively maintain all system requirements.
- Monitors staff performance and conducts timely performance evaluations.
- Trains, mentors, and coaches staff to improve productivity and correct deficiencies in work performance.
- Provides training and mentorship to assigned Surveillance A/V Technicians on all aspects of surveillance equipment operations, maintenance and repair.
- Observes staff performing regular operational duties and provides assistance in troubleshooting difficult maintenance and repair problems.
- Monitors and ensures staff is trained and certified to work on existing and new equipment as required.
- Develops and maintains procedures that allow for the smooth installation of new surveillance equipment throughout the casinos and tribal areas for surveillance purposes.
- Supervises the installation and integration of security monitoring, access control for CCTV systems.
- Oversees installation, operation, maintenance and repair of cameras, NVRs, network switches, software, etc.
- Monitors and ensures all surveillance system installation and system integrations are completed based upon agreed upon specifications.
- Develops and maintains preventative maintenance schedules on all equipment to minimize disruptions in surveillance systems operations.
- Manages the troubleshooting of digital surveillance systems such as but not limited to cameras, computers, printers, and all programmable technology.
- Contacts and coordinates work activities within surveillance and the casinos for outside contractors involved in the installation of new equipment (i.e., cameras, NVR’s, network switches, high voltage lines, etc) to limit disruptions in surveillance or casino operations.
- Ensures quarterly maintenance of surveillance systems are performed correctly and software updates remains current.
- Inventories, orders, and ensures spare parts are available when necessary to ensure continuation of uninterrupted surveillance service.
- Prepares timely reports and assessments to effectively document the status of all system configurations, updates, replacements, etc, in accordance with specified Gaming Compact requirements.
- Maintains required documentation related to all system upgrades, repairs, maintenance, removal and replacement of existing equipment and related activities.
- Logs and maintains accurate records on all installation, maintenance, repairs, and preventive maintenance conducted on all equipment.
- Ensures that required documents and records are readily available in the event of Gaming compliance inspections, audits, etc.
- Maintains all financial records and purchase orders to verify and account for all purchase expenditures.
- Inventories, orders, catalog and maintain appropriate levels of parts and related equipment.
5.Miscellaneous: Attends meetings and assist with meetings and other requirements as needed.
- Keeps abreast of changing technology and “Best Practices” in the surveillance systems industry and provides recommendations for upgrades or new systems to enhance system operation.
- Represents the department at meetings with casino management, IT, and various state and federal agencies concerning surveillance system implementation, upgrades, or issues and concerns related to surveillance system operations.
- Acts as a role model, always presenting oneself as a credit to Community Regulatory Agency and encourage others to do the same.
- Maintains complete confidentiality at all times.
- Attends special meetings, training, conferences and seminars as required.
6.Performs other job-related duties as assigned by the Assistant Director as required.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of procedures and internal controls requirements specified for surveillance systems casino operations.
- Knowledge and understanding of principles and applications of analog and digital electronics.
- Knowledge of surveillance system concepts, practices, and procedures with associated with surveillance equipment.
- Knowledge of security and communication systems (i.e., NVR’s, CCTV, camera, monitors, network switches etc.)
- Knowledge of installing electrical conduit and related equipment of protect camera wiring.
- Knowledge of locating various paths for wiring purposes of new cameras.
- Knowledge of installing camera wiring, including power co-axial and unshielded twisted pair through conduit and wiring trays.
- Knowledge of computer functions related to working in Microsoft Windows, managing desktops, emails, etc.
- Knowledge of advance computer functions such as IP ping, load balancing and troubleshooting, copying files and media, use of Remote Desktop Protocols, client-server architecture and use of Window Server XP Operating System, etc.
- Skill in supervising, managing, and evaluating staff.
- Skill in preparing and maintaining reports and records.
- Skill in operating computer and software (i.e., Word, Excel, AutoCAD etc.)
- Skill in installing and maintenance of CCTV system, components, and other audio and visual monitoring devices.
- Skill in installing electrical conduit and related equipment to protect camera wiring, include bending and cutting conduit.
- Ability to supervise and maintain good working relationship with staff, vendors, and Community and Gaming officials.
- Ability to determine the best method to mount hardware and equipment for various weight capabilities.
- Ability to install camera mounts for various types of mounting locations and surfaces.
- Ability to determine and install the best-suited camera and lens assembly for optimum camera viewing.
- Ability to read, write, speak, understand, and communicate effectively in English both orally and in writing.
- Ability to interact with staff, co-workers, and management staff in a professional manner in order to resolve problems.
- Ability to stand or sit and work in enclosed or confined area for prolonged periods of time.
- Ability to use hands and fingers to lift and feel objects.
- Ability to climb or balance, stoop, kneel, crouch, or crawl and talk or hear.
- Ability to lift and/or move objects up to 50 pounds.
- Ability to drive and run motorized hydraulic lifts and maintain required hand tools.
- Ability to use close, distance, color, peripheral vision, depth perception or ability to focus on objects.
Minimum Qualifications
- Education & Experience: High school diploma or GED and 5 to 7 years progressively responsible technical management experience and 2 of the years’ experience related to troubleshooting, evaluating and repairing surveillance CCTV and networking equipment, fixed and PTZ cameras or closely related experience.
- AA, BA, or formal electronic technology training in surveillance systems or related area is desirable.
- Working knowledge of AutoCAD preferred.
- Requires broad knowledge of casino games, rules, and procedures.
- Must be able to obtain and maintain State Certification and a Tribal Gaming License.
- Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
- Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
Other Qualifications
- May be required to work after normal work hours including non-standard hours during evenings or weekends. Also subject to work environment with regular exposure to secondary smoke.
