Duties and Responsibilities: 

  1. Provide day to day finance and accounting support for department under the purview of the College of Natural Sciences Business Office in areas including fiscal management, procurement, travel, and budget planning. 
  2. *Review, analyze, evaluate, and assist in development of budget proposals, budget requests and proposed expenditure plans.   
  3. Prepare forecasts for short- and long-term financial plans relating to projects based on evaluation of the projects budget and operations to make recommendations on spending changes. 
  4. * Reviews, analyze, evaluate, and assist with purchase requisitions, payments, reimbursements, travel, and other fiscal documents in a timely manner and takes immediate corrective action in response to audit correction memos.
  5. * Monitors and manages external funding & daily administration of extramural funds & personnel requirements as related to the award.
  6. *Keep abreast of current University and RCUH policies, procedures, regulations, directives and State and Federal statutory requirements, i.e., Hawai’i Revised Statutes, Hawai‘i Administrative Rules, and Federal Acquisition Regulations.
  7. * Ensures proper recording of expenditures and encumbrances. Recommends corrective action for erroneous entries.
  8. * Advises and works closely with PCSU Director, Principal Investigators, faculty, administrative staff, and RCUH staff about changes/updates in procurement and payment procedures, special requirements imposed by the grantor, & policies which govern the administration of the award.
  9. * Verifies purchases and disbursements for fund availability and compliance with policies and procedures as well as purpose of award. Advises principal investigator of any disapproved requests and provides alternate methods which meet policy, if possible
  10. * Guides principal investigators, faculty, administrative staff, and RCUH staff in the development and preparation of research proposals, contracts, sub-contracts & agreements, including budgets, documents & interpretation of funding requests while conforming to applicable rules, regulations, policies, & procedures.
  11. * Reviews all grant proposals, budgets, reports to Funder and justifications to ensure compliance with funding and oversight agency rules and regulations; approves if appropriate.
  12. * Reviews expenditures on extramural awards including personnel, goods and services, travel, equipment, and other while ensuring compliance with federal, state, UH, RCUH and funding agency policies and guidelines, payments, cash reimbursements, travel request & completions related to extramural accounts.
  13. * Liaises with vendors on quotes, terms and conditions, product substitutes, prices, discounts, availability, shipment, etc.
  14. * Receives, reviews, tracks and conducts inventory of filed documents pertaining to grant projects and contracts, payments, procurement, etc., and develops an efficient record and filing system for easy access and retrieval.
  15. * Resolves operational and administrative matters in accordance with current policies, procedures and directives as requested.
  16. * Assures that funds are expended in accordance with budgetary standards and as necessary, arrange for the amendment of expenditure plans based on projections and future needs.
  17. Occasional inter-island travel may be required.

Minimum Qualifications: 
  1. Possession of a baccalaureate degree in Business, Accounting, Finance, Social Science or related field and 3 year(s) of progressively responsible professional experience with responsibilities for fiscal administration, grants management and/or procurement; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the area of fiscal administration, grants management and/or procurement as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with fiscal administration, grants management and procurement.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Desirable Qualifications: 
  1. Familiarity with policies and procedures, regulations and guidelines of the State of Hawaii and Federal Government.
  2. Familiarity with the policies and procedures of higher education.
  3. Knowledge of administrative service policies and procedures of the University.
