Reporting to the Director, Human Resources, the Training and Development Specialist (Specialist) is responsible for designing, implementing, and evaluating training programs that enhance employee skills, improve operational efficiency, and support the department’s strategic objectives. This position ensures that staff receive the necessary training to perform their duties effectively while also identifying opportunities for professional growth and career advancement.
Responsibilities
The Specialist works closely with managers and supervisors assessing training needs, identifies skill gaps, and develops targeted learning initiatives that align with government priorities, policies, and industry best practices. By fostering a culture of continuous learning, this position supports long-term workforce development, succession planning, and employee retention within the department. A critical function of the Specialist is overseeing mandatory training programs, including onboarding for new employees, compliance training, leadership development, and technical skills enhancement. This position ensures that staff have access to Government of Nunavut training opportunities such as the Sivuliqtiksat Internship Program, the Management and Leadership Development Program, the Financial Training Program, and Inuit Language and Cultural Programs.
Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a recognized relevant bachelor’s degree, plus two (2) years of experience. Progression towards a professional designation in a related field from the recognized professional accreditation body is an asset. Related course work from a recognized-post secondary institution is an asset. Related work experience in the private or public sector is an asset.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.

As this may be a term position until February 24th, 2027, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval.
