What to Expect:
Responsible for directing the work of Sheboygan County Child Support Division employees, including case specialists and clerical staff. This position operates within the framework of Federal, State, and local laws, rules, policies, and procedures related to the Child Support Enforcement Program and exercises considerable independent judgment in interpreting and applying them to a wide range of case and operational situations.

Requires in-depth knowledge of Child Support regulations, legal procedures, human services delivery systems, supervisory practices, outcome-based performance measures, and quality improvement methods. The Supervisor ensures timely, accurate, and equitable service delivery while promoting program integrity, staff development, operational efficiency, and continuous improvement within the Child Support Division.

Position Duties

Leadership & Program Oversight

  1. Provide direct supervision to Child Support Specialists and clerical staff delivering services in accordance with the Federal, State, and County Child Support Enforcement Program (Title IV-D).

  2. Oversee daily operations, ensuring compliance with program requirements, internal controls, and performance measures.

  3. Coordinate work assignments, monitor caseloads, and ensure consistent and timely service delivery that upholds program integrity and customer service standards.

  4. Interpret, communicate, and implement State and Federal Child Support policies, ensuring staff understanding and compliance.

  5. Lead regular staff meetings, share program updates, and foster a cohesive, informed team environment.

  6. Direct and coordinate operations in the absence of the Child Support Director.

Staff Supervision & Development
  1. Responsible for personnel functions including hiring, onboarding, training, coaching, evaluating performance, assigning duties, and recommending disciplinary actions in collaboration with the Child Support Director and Human Resources.

  2. Conduct annual performance evaluations and provide ongoing feedback and support to promote professional development and high performance.

  3. Instruct staff on new policies, procedures, and system changes; coordinate training opportunities to enhance staff skillsets.

  4. Respond to staff grievances and ensure fair and timely resolution of internal concerns.

Policy, Data, & Systems Management
  1. Ensure accurate and timely entry of case information and financial data into the KIDS system and other relevant automated interfaces such as EOS, CARES, and CCAP.

  2. Demonstrate a thorough understanding of State and Federal performance standards, contributing to office policies and procedures that support compliance and standardization.

  3. Provide data for and contributes to the development of corrective action plans, procedural updates, and local policy guidance in collaboration with the Child Support Director.

Budgeting & Fiscal Responsibilities
  1. Assist in the development of the annual budget for staffing and equipment needs.

  2. Prepare monthly expense reports for submission to the State, working with the Finance Department to ensure accuracy and timely reporting.

  3. Monitor and verify the accuracy of all fiscal operations in accordance with State/County contract requirements.

Performance Monitoring & Quality Improvement
  1. Establish and maintain systems for monitoring staff performance in alignment with State performance measures and agency goals.

  2. Develop and update procedures and office documentation to ensure consistent, efficient case processing and compliance.

  3. Identify operational gaps and recommend business process improvements to increase efficiency, accuracy, and staff accountability.

Court Coordination & Client Services
  1. Support staff and coordinates logistics for Child Support court hearings, including interpreter arrangements and document preparation.

  2. Provide case consultation and guidance for complex issues, including case management and accounting-related matters.

  3. May appear in court to provide testimony regarding case or system-related issues when required.

Collaboration & Communication
  1. Collaborate with the Child Support Director, internal departments, court officials, and external agencies to coordinate services and share information.

  2. Participate in State workgroups, consortium meetings, or interagency committees to support continuous improvement, best practices, and effective communication.

  3. Ensure customer service practices reflect trauma-informed care principles and uphold the dignity and privacy of program participants.

Other Responsibilities
  1. Maintain confidentiality and adheres to all County and program-specific policies and procedures.

  2. Exercise independent judgment within the scope of supervisory responsibilities.

  3. Perform all duties efficiently and effectively, contributing to the overall success of the Child Support Enforcement Program.

  4. Additional duties may be assigned in response to changes in Federal or State requirements.

Minimum Qualifications

  • A college degree is preferred, particularly in public administration, human services, legal studies, or a related field. 

  • A minimum of one year of direct experience in a Child Support Program is requiredthree or more years of experience with increasing administrative or supervisory responsibility is preferred.

  • Strong working knowledge of County, State, and Federal laws, regulations, and policies related to Child Support Enforcement, including Wisconsin State Statutes and Administrative Codes governing financial and medical support.

  • Demonstrated understanding of investigative techniques, including gathering information from legal, financial, and public/private sector sources.

  • Familiarity with community resources and the socio-economic conditions impacting families served by Child Support programs.

  • Experience using advanced computerized systems, including data entry, financial tracking, and case management software.

  • Knowledge of modern budgeting, mathematical principles, and interviewing techniques.

  • Ability to communicate effectively both orally and in writing, including interpreting complex regulations and procedures for staff and clients.

  • Ability to exercise independent judgment, contribute to decision-making, and follow and interpret complex oral and written instructions.

  • Any combination of education, training, and experience that provides the necessary knowledge, skills, and abilities to perform the duties of the position will be considered in evaluating candidates.

Other Qualifications

  • Work is performed primarily in a standard office environment with flexibility for remote work in accordance with County policies and operational needs. Regular in-person presence is expected to support staff, attend meetings, and maintain connection with internal and external partners. Remote work may be utilized when appropriate and approved.

  • This role requires the ability to simultaneously manage computer data entry, phone communications, and in-person customer or staff interactions. A standard workweek consists of 40 hours, typically Monday through Friday, with occasional adjustments based on workload or agency needs.

  • Physical requirements include the ability to lift up to 20 pounds and a combination of sitting, standing, and walking throughout the workday.

  • Must be able to effectively operate standard office equipment including a computer, telephone, printer, scanner, and photocopier. Familiarity with digital communication tools is essential, including the use of e-faxing systems, virtual meeting platforms, and cloud-based file sharing (e.g., Google Workspace).

  • Risk of blood-borne pathogen exposure is considered low.
