About the Department
Position Duties
Oversees all project management phases, such as project initiation, planning, execution, monitoring and controlling and project closure using approved project management tools.
Manages and defines the scope of a project including integration opportunities, interface requirements, feasibility, costs, schedule projections, and risk analysis.
Develops and manages project teams, assigns resources, develops status reports and ensures compliance with requirements.
Communicates the implementation strategy to diverse groups of technical and non-technical personnel.
Responsible for maintaining customer expectations by delivering IT projects within the agreed-upon scope, schedule and budget.
Manages and prepares budgets and plans for all resources required for the projects, including personnel, equipment, applications, services, communications equipment, software and any ongoing systems support. Works with procurement staff to ensure project spending conforms to County and State procurement standards and guidelines.
Manages vendor(s) selection; manages contract negotiations. Monitors project budgets and plans, ensuring quality and timeliness of project deliverables; communicates issues and status as required for successful completion.
Coordinates transition of completed project to service operations support teams.
Must exhibit exceptional verbal and written communication skills.
Performs other related duties as assigned.
POSITION-SPECIFIC FUNCTIONS:
Information Technology - Audio-Visual
Creates and maintains policies, procedures and standards for audio visual equipment and supplies for the County.
Coordinates with internal stakeholders including clients, designers, engineers, and technicians to define project scope and requirements.
Procures materials, equipment, and resources necessary for project implementation, ensuring timely delivery and cost-effectiveness, following County procurement policies.
Oversees installation, testing, and commissioning of audio-visual systems, ensuring compliance with industry standards and client specifications.
Manages relationships with vendors, subcontractors, and other external partners to ensure timely and quality delivery of products and services.
Manages the contract/agreement between the County and audio-visual equipment vendor in partnership with the Information Technology leadership.
Maintains up-to-date knowledge of audio-visual technologies, industry trends, and best practices, and apply them to enhance project outcomes.
Minimum Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Information Technology
Bachelor's degree in Computer Science, Information Technology, or a related field, and five (5) years of progressive information technology or related project management experience; or any equivalent combination of education and experience.
Information Technology – Audio-Visual
Bachelor's degree in a relevant field such as Audio Engineering, Electrical Engineering, Project Management, or related discipline, and five (5) years of progressive technology and/or audio-visual experience; or any equivalent combination of education and experience.
Licenses or Certifications:
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Special Requirements:
Strong knowledge of project management methodologies, tools, and best practices; excellent leadership and team management skills; effective communication and interpersonal abilities; proficient in project management software and collaboration tools; analytical thinking and problem-solving skills; and familiarity with IT infrastructure, systems development lifecycle, and IT service management.

Licenses or Certifications:
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Possession of or ability to obtain Criminal Justice Information Services (CJIS) Compliance Certification within six (6) months of employment. Other certifications may be identified based on assigned projects.
Project Management Professional (PMP) certification.
Other Qualifications
PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, calculators, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
WORK ENVIRONMENT
Work is performed in office and outdoor environments. Work may be performed near heavy equipment and machinery that could result in bodily harm to co-workers or others.
