Position Summary
The primary purpose of this position is to supervise the HABC Inspector positions. Schedules and oversees the Inspectors' work as they inspect dwelling units, site exteriors, and building systems to comply with HUD Uniform Physical Conditions Standards. The position will also perform oversight, planning, and coordination of activities under operational programs such as work order reduction or vacant unit preparation for assigned HABC properties. The employee in this classification performs diversified duties in skilled, technical, and supervisory work. The incumbent's responsibilities and assignments require independent judgment on issues that are complex. This position is responsible for ensuring that established standards are maintained regarding the execution and effectiveness of inspection work and vacant unit turnover. The incumbent is expected to follow all HABC policies, perform all work accurately and thoroughly, and respond to the needs of residents and management in a timely, courteous, and respectful manner.

Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Directs and monitors the work of all HABC Inspectors.
- Executes performance evaluations for HABC Inspectors.
- Maintains an inspection average for each Inspector of a minimum of 10 units per day. Reviews Inspector forms and ensures scheduling letters are sent in advance of inspections.
- Monitors Inspector reports for repetitive tenant damage and reports this to the Supervisor of site staff. Monitors level 1, 2, and 3 work orders entered by inspection staff.
- Attend the offered REAC/INSPIRE Training to maintain a current understanding of HUD requirements and ensure inspectors are trained.
- Coordinates mass inspections of sites when alerted to schedule REAC inspection dates.
- Coordinates and oversees the UPCS inspections with HABC’s contractor.
- Performs other duties as assigned.
Minimum Education, Training, and/or Experience
High School Diploma or GED with additional training related to inspections and HUD quality standards supplemented by five (5) years of building/facilities experience, which includes two (2) years of supervisory or
lead experience; or five (5) years equivalent combination of education, training, and experience. Must possess a valid state of Maryland driver’s license, use of own reliable transportation, and be insurable under the Authority’s plan.
Must be eligible for coverage under the Authority’s fidelity bond. Must be available to work some evenings and weekends when necessary.
Special Requirements
- Possession of a valid Maryland driver's license.
- Must be able to be covered under the Authority's fidelity bond.
- Must be able to be covered under the Authority's vehicle insurance policy.
- Must not engage in private real estate business.
Other Requirements:
- Availability to work some evenings and weekends as needed.
- Successful completion of a prescreening investigation, including verification of employment history and education credentials.
- A 6-month probationary period applies to this full-time permanent position.
