Duties and Responsibilities 
1.  *Provides administration and leadership in the planning, development, maintenance, implementation and evaluation of system wide Environmental Health and Safety Office (EHSO) programs including but not limited to Radiation Safety, Diving Safety, Occupational Health and Safety, Hazardous Material Management and Environmental Compliance.
2.  Leads and coordinates the development and implementation of EHSO policies and procedures, standards and programs to ensure compliance with state and federal regulations.
3.  Serves on University planning and policy-making committees, such as the Diving Control Board (DCB), Chemical Physical Hazards Committee (CPHC), Radiation Safety Committee (RSC).
4.  *Collaborates with department unit heads in the coordination and evaluation of existing and potential health and safety risks.
5.  *Develops appropriate policies and procedures, prevention and control measures, and provides technical support and consultative services to system and campus programs as it relates to Occupational Health and Safety, Chemical Lab Safety, Radiation Safety, Hazardous Waste Management, and SPCC (Spill Prevention, Control and Countermeasures) Plan.
6.  *Reviews, approves and determines appropriate actions to resolve health and safety issues for campus programs and takes appropriate action to ensure proper implementation.
7.  Acts on behalf of the Offices of the President or the Manoa Provost Office in abating violations cited by enforcing agencies. Serves in an exec or ex-officio capacity on various UH committees and coordinates institutional activities with other State agencies.
8.  Informs and advises campus leadership regarding environmental risks, necessary safety measures, and regulatory compliance concerns.
9.  *Oversees the preparation of operational and statistical reports including operating and biennial budgets, personnel reports, inventory control, and program status and activity reports to analyze and monitor overall program success and strategically plan operational changes to improve services.
10.  Develops, compiles, and maintains statistical and program data needed for the preparation of testimonies, reports, and responses to various inquiries from University executives, administrators, or Federal and State agencies.
11.  *Advises other University campuses on matters relating to environmental and occupational health and safety. Assists other campuses in abating cited violations, evaluating potentially hazardous conditions and conducting inspections as necessary.
12.  Provides technical guidance on safety program throughout the UH system.
13.  Collaborates with the Office of Project Delivery (OPD) and Campus Operations and Facilities (COPF) on the design, construction and maintenance of structure and infrastructure systems as they relate to environmental health and safety issues.
14.  *Keeps abreast of Federal, State, and County regulations and statutes as they affect the University's environmental health and safety program and advises the campus community of such matters.

Minimum Qualifications 
1.  Possession of a baccalaureate degree in Environmental Health Sciences, Industrial Hygiene, Chemistry, Biology or related field and 10 year(s) of progressively responsible professional experience with responsibilities for Environmental Health & Safety and Occupational and Environmental Safety and Health Enforcement, five years of which must have included experience in a position at a supervisory and administrative level; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2.  Extensive knowledge of innovative and state-of-the-art principles, concepts and principles, emerging theories, the current federal and state laws and associated rules, regulations and interpretations and systems associated with Environmental Health & Safety.
3.  Demonstrated ability to develop short- and long-term plans of actions, understand problems from a broad perspective, use creative reasoning to discern broad underlying principles and issues when problem solving.
4.  Demonstrated written and verbal mastery in presenting ideas, theories, issues and models clearly and accurately using persuasion and negotiation to build consensus and cooperation and provide long-term direction and leadership.
5.  Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups and individuals.
6.  Demonstrated ability to operate a personal computer and apply word processing, spreadsheet and presentation software.
7.  For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
8.  Demonstrated understanding of the broad range of health and safety matters at a large research institution including, but not limited to, environmental compliance, emergency response operations, hazardous materials management, environmental sanitation, asbestos management, fire prevention, food and pool safety, air emissions and indoor air quality.
9.  In-depth knowledge of Federal, State and County rules and regulations pertaining to environmental health, radiation safety, hazardous materials and waste disposal, fire safety, scientific diving safety, and occupational health and safety.
10.  Extensive knowledge of the principles and practices of environmental health, occupational health and safety, and industrial hygiene.
11.  Extensive knowledge of radiation hazards and methods of abatement of such hazards.
12.  Extensive knowledge of the methods and procedures utilized in making health and safety inspections.
13.  Demonstrated experience working in an autonomously, decentralized work environment.

Desirable Qualifications 
1.  Experience in managing occupational health and safety programs in an academic setting, such as a college or university.
2.  Master's degree in Environmental Health Sciences, Industrial Hygiene, Chemistry, Biology (including Environmental Sciences in Public Health) or related field.
3.  Professional certification from an accredited certifying agency, such as Certified Industrial Hygienist, Certified Safety Professional, Certified Health Physicist, etc.
