Responsibilities

POSITION OUTLINE:This Commissioning and Start Up Manager will lead the commissioning and startup of a wastewater treatment plant and future municipal projects. This position will be based in Central Texas. The ability to travel to the Gulf Coast and Northern Texas may be required to support future projects. As the Commissioning and Startup Manager you will be providing commissioning services to allow the company to minimize risks and maximize profits on water and wastewater projects.

 

Responsibilities:• Manage execution of commissioning and startup of a water or wastewater plant.• Maintain Health and Safety levels during the commissioning activities.• Recognize that Health and Safety considerations are central to all tasks and contribute to ensuring safe working environment for all.• Report safety issues responsibly and participate in improving practice.• Work with the project team to read/interpret specifications for commissioning approach.• Develop the commissioning and startup strategy for construction and commissioning sequencing.• Develop, implement and status commissioning plan and schedule.• Manage the development of written procedures for testing, cleaning and initial startup of major plant equipment and systems.• Lead the development of commissioning and startup plans.• Manage client/vendor/subcontractor coordination for the startup of completed systems.• Provide training program and materials for process plant equipment.• Provide technical oversite of subcontractor selection to ensure adequate knowledge and resources to comply with commissioning needs.• Manage documentation of the commissioning process, including commissioning data and as built documentation, input to O&Ms and feedback to the design disciplines.• Communicate clearly and concisely, both verbally and in writing.• Organizes, plans, and reports on inspection turnover report, punch list, and system completion.• Oversees activities involved in turnover deliverables.• Responsible for contract obligations between Posillico and the Owner as applies to turnover, documentation deliverables, and completion activities.• Primary liaison with Owner’s commissioning and turnover team.

• Confirms and signs off on the assembly of all turnover documents into the turnover packages.• Facilitates regular commissioning meetings with trade contractors and Owner.• Ensures compliance with Owner commissioning requirements at multiple stages required of data center.• Confirms and signs off on the transfer of care and custody and/or certificate of completion documentation.• Liaises between subcontractors to ensure system documentation and deliverables are met.• Mentoring and leading commissioning and turnover team, including development plans for staff reports.• Develop and implement training program related to commissioning and turnover of data center systems, for supervisory and field staff, as required.• Other duties as required.

Qualifications

Qualifications:• Bachelor's degree in Engineering, Construction Management, Construction Technology, Business Administration, Science, or other similar field of study.• Minimum 5 years’ experience in commissioning & start-up and plant operations.• Completion of commissioning scope on 2+ Water or Wastewater projects.• Must be capable of meeting deadlines, self-motivated, detail oriented, excellent interpersonal skills and have excellent follow-through capability.• Advanced experience in industrial type construction and is familiar with piping, mechanical, civil, structural, and electrical disciplines and managing activities related to systems completions and turnover.• Experience in wastewater facilities with treatment capacity of 100MGD or greater.• Advanced knowledge of construction codes, specifically pertaining to mechanical and electrical systems.• Verbal and written communication skills are essential to this position.• Ability to perform effectively in a fast-paced environment; perform duties in a timely manner, be highly organized and able to interface; communicate effectively with company, clients and field personnel at all levels.
