The Manville School District seeks a leader to provide collaborative and visionary leadership to oversee all aspects of our special services programs, ensuring equitable access to high-quality instruction, supports, and inclusive opportunities for all learners.
QUALIFICATIONS:
Valid New Jersey School Administrator or Principal Certificate
Master’s Degree from an accredited college or university
Minimum of five (5) years of successful experience in teaching, CST, or administration; including at least two (2) years as a Supervisor, Director or Vice Principal.
Comprehensive knowledge of Special Education programs and NJ Administrative Code (N.J.A.C. 6A:14).
Proven leadership in school improvement, program development, curriculum integration.
Strong understanding of current educational trends, data analysis, and evidence based instructional practices.
Experience in collaborating with staff to plan, organize, and implement professional development.
Demonstrate leadership in budget development, fiscal responsibility, date-analysis and coordination of assessment programs.
Coordinate grant processes (evaluations, budget, reports, applications) for purposes of ensuring compliance with all grant requirements.
Demonstrate aptitude and competence for assigned responsibilities.
Provide proof of U.S. citizenship or legal resident alien status and required criminal background check.
Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.
PERFORMANCE RESPONSIBILITIES:
Oversees Individualized Education Programs (IEPs) and accessing individual rights and entitlements. Ensures that for students with disabilities, there is available a continuum of educational programs which will provide an opportunity for them to receive a Free and Appropriate Education in the Least Restrictive Environment.
Ensures that special services programs provide individualization of instruction, which results in growth and achievement consistent with each student's abilities and interests.
Ensures that special services personnel provide timely and appropriate responses to student, parent and staff requests for information or assistance.
Ensures coordination with community agencies in providing optimum services to students with disabilities, while minimizing the duplication of services.
Ensures, recommends, and monitors a continuum of programming for all eligible students with disabilities.
Supervises and coordinates the work of the child study team personnel including speech-language specialists, occupational and physical therapists, educational support specialists, guidance counselors, nurses and special education teachers.
Supervises and coordinates special education programs for students with disabilities in accordance with state and federal laws, rules and regulations.
Establishes, implements and supervises all procedures and regulations related to home instruction services.
Establishes, implements and supervises all procedures and regulations for 504 Plans related to students throughout the district.
Administers programming that ensures programming that is in compliance with the Americans with Disabilities Act (ADA).
Establishes procedures for placement, evaluation, assignment, and evaluation of students vis-à-vis the special education code NJAC 6A:14.
Assists in the development of school scheduled and teacher assignments to maximize student learning and teacher capacity.
Interprets the philosophy and practices of the special education department to administrators, staff, and the public at large. Works hand in hand with building administrator to successfully implement programs and practices.
Prepares all state and local reports, including grants, which pertain to special education.
Cooperates with public and private agencies, organizations, and professional personnel in securing and providing services for students with disabilities.
Participates in recruitment, selection, assignment, and evaluation of special education personnel including all CST members, related service providers, and special education teachers.
Manage the development of all special education summer programs.
Participates in the planning and equipping of special education classrooms and schools.
Coordinates all Professional Development activities with the Director of Curriculum, Instruction and Professional Development.
Participates in district in-service training programs.
Develops and prepares the Special Services Department budget and provides consultation to all principals regarding the financial and budgetary needs of special education in all schools.
Supervises and coordinates the work of the district special education teachers.
Supervise and oversee the implementation of the Harassment, Intimidation, and Bullying Policy/procedures and structure pertaining to NJ HIB law.
Evaluates and coordinates district nurses including preparing and coordinating professional development opportunities for nurses to encourage professional growth and to ensure compliance with NJDOE mandates.
Makes recommendations to the Superintendent for changes in policies, personnel practices and other such matters that may result in a more effective school administration of special education programs and services.
Assists in the coordination and supervision of special programs and grants funded by the state or federal government.
Oversees procedures and regulations of the district I&RS process.
Assume the role as the District McKinney-Vento Homeless Liaison.
Completes Child Find Requirements as mandated by NJAC 6A:14.
Oversee the Supervisor of Counseling in the development and implementation of District SEL programming.
Performs other functions as delegated by the Superintendent.
