Senior Planner / Planner - Landscape Review & Inspections
This position involves the use of professional planning and landscape expertise in both independent and team settings. Responsibilities will focus primarily on reviewing and inspecting landscape components of development projects, enforcing compliance with the County’s Landscape and Land Development Code, and providing technical guidance on horticultural and landscape design matters. Duties also include elements of general project management, requiring coordination across departments, consultants, and stakeholders to ensure timely and effective project completion. This is a fully trained professional position within the Planning Division, requiring both office and fieldwork to ensure proper implementation of approved landscape plans. The position works closely with Environmental Planning and reports to the Chief of Current Development or their designee.
Position Duties
- Reviews all new commercial, residential, and subdivision plans for compliance with landscape and horticultural standards established by County ordinances and regulations.
- Prepare analysis, staff reports, and recommendations for the Technical Review Committee, Planning & Zoning Commission, and Board of County Commissioners.
- Conducts field inspections of construction projects to verify compliance with approved landscape plans and participates in the County’s site compliance process.
- Coordinates with applicants, developers, property owners, and other agencies to address landscape-related issues in the development review process.
- Provides guidance to the public and stakeholders regarding landscape requirements, Florida-Friendly Landscaping, and best management practices.
- Collaborates with Code Compliance on enforcement of landscape-related violations.
- Participate in the review of building permits.
- Attend public meetings and make presentations as required.
- Participate in the Planner of the Day office.
- Performs other related duties and special projects assigned.
Minimum Qualifications
Education/Experience:
Senior Planner: Master’s degree in planning, landscape architecture, or a closely related field from an accredited university supplemented with two years of professional planning experience; or bachelor’s degree in planning, landscape architecture, or related field, and a minimum of 5 years of direct experience.
Planner: Bachelor’s degree in planning, landscape architecture, or a closely related field from an accredited university and a minimum of 2 years of professional planning experience.
Licenses, Certifications, or Registrations:
AICP preferred.
Certified Landscape Inspector (LIAF), ISA Certified Arborist, or GI-BMP certification preferred; some certifications may be required within one year of employment.
Valid Florida driver's license.
Knowledge, Abilities, and Skills:
- Knowledge of standard planning principles and practices, with emphasis on landscape review and urban design.
- Knowledge of Florida-Friendly Landscaping, native flora, and state definitions for native plants.
- Knowledge of development review processes and applicable state and federal regulations.
- Ability to present ideas and findings clearly and concisely in written, oral, and graphic form to boards, staff, and the public.
- Ability to conduct inspections and make sound assessments and recommendations.
- Ability to interpret and apply landscape codes, ordinances, and planning regulations.
- Ability to establish effective working relationships with other County staff, outside agencies, and the public.
- Proficiency in GIS, office software, and other planning-related programs.
- Typing/keyboard skills.
- Ability to lift boxes of files and records weighing up to 25 lbs.
Other Qualifications
ENVIRONMENTAL CONDITIONS:
Work is performed both inside an office environment and outdoors during site inspections. Fieldwork may involve exposure to weather and require light lifting. The position may also require use of a county vehicle on official business; individuals must be physically capable of operating vehicles safely and have a clean driving record.
