About the Department

This position is open exclusively to current Town of Queen Creek employees.

The Utility Services Manager - Wells is responsible for supervising and assisting staff to ensure quality of operations and services in Water Quality and Production.  Responsibilities include participating in day-to-day field operations, planning, prioritizing and assigning work; supervising assigned staff, completing performance evaluations; serving as a liaison to senior management; overseeing contract maintenance, providing input into budget preparations, and coordinating work projects. Incumbents oversee areas of operations and may oversee lead personnel in assigned areas.

Position Duties

The following are intended to describe core work functions of this classification.  While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.

  • Leads, supervises and schedules staff; plans, prioritizes and assigns work; provides communication from management to work unit, delegates and monitors work flow; hires, coaches, evaluates, disciplines, reviews and inspects work and develops staff for efficient operation; coordinates work units' services with other work units as needed;
  • Monitors, maintains, tracks, and determines quantities; prepares, develops and reviews specifications for purchases; purchases supplies, parts and equipment for various jobs for the work unit and/or makes purchasing requests; contacts vendors to research and analyze information as needed; maintains time, material and equipment use records;
  • Evaluates operations and activities; recommends improvements and modifications; prepares various reports on operation and activities;
  • Coordinates and attends meetings with designers, suppliers, contractors and/or subcontractors; provides project management coordination with contractors/sub-contractors and supervises to ensure proper completion of tasks at hand;
  • Performs technical duties and/or provides technical advice and assistance in field as needed;
  • Operates and maintains specialized and/or moderate to heavy construction and maintenance equipment; participates in the installation, repair and maintenance of Town infrastructure;
  • Ensures compliance with applicable codes, laws, rules, regulations, standards, policies and procedures in area of assignment including safety related procedures and regulations; determines appropriate procedures and best practices for work unit; plans and implements safety and technical training programs;
  • Develops Standard Operating Procedures (SOPs) and other related documents that establish uniform work methods that promote safe work environments and activities, and promote effectiveness and efficiency in operations;
  • Provides input into budget recommendations; prepares cost estimate recommendations; submits justifications for budget requests; tracks expenditures; assists in controlling expenditures; prepares information and calculations to develop supplemental budget requests;
  • Assists in handling, investigating and resolving internal/external customers concerns and complaints in a timely manner while maintaining a professional demeanor; recommends corrective action as necessary;
  • Supervises and coordinates work performed by Water Quality and Production staff which includes scheduling staff; planning, prioritizing and assigning daily work; providing communication from management to work unit, delegating and monitoring work flow; coaching, evaluating and disciplining, inspecting work and developing staff or efficient operation; coordinating Water Quality and Production staff work with other areas of the department and other departments;
  • Oversees and performs a variety of tasks associated with water quality and production including planning, designing, installing, testing, sampling, inspecting, and / or maintaining water production and storage facilities, tanks, motors, pumps, valves, electrical systems, control systems, communication systems, reporting systems, and other associated appurtenances;
  • Responds to and coordinates action to resolve emergency situations such as mechanical failure of production and storage systems, breaks, faults, or other situations as needed; provides assistance to interdepartmental and other department crews in times of need and / or emergency;
  • Monitors the Town's SCADA system for potable water production; independently identifies system deficiencies or emergencies and makes or directs personal to remotely and/or physically adjust system parameters to correct issues;
  • Reviews plans, provides input, and supervises work to ensure water production and storage system maintenance and construction activities performed by Town staff is compliant with all applicable codes, regulations, standards, and policies and procedures; provides communications to management of necessary changes;
  • Supervises the collection and testing of monthly water quality samples under the direction of the Water Resources Advisor and the Utility Engineering Manager.  May act as Operator of Record for Town's water treatment program as required by ADEQ;
  • Supervises and coordinates work activities of the Town's backflow prevention testing program;
  • Performs other duties of a similar nature or level.

Minimum Qualifications

MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Associates degree or two-year technical certificate; six years relevant experience; and two years of lead/supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATION REQUIREMENTS

  • Arizona Department of Environmental Quality (ADEQ) Grade IV Water Distribution Systems Operator Certification within 6 months of hire or promotion date;
  • Arizona Department of Environmental Quality (ADEQ) Grade II Water Treatment Operator Certification within 6 months of hire or promotion date;
  • Class D Arizona Driver's License.

KNOWLEDGE

Special Requirements:
This position has been identified as a safety-sensitive position by Human Resources, per State and/or Federal Law. Upon conditional offer of employment, the candidate selected will be required to undergo testing for alcohol and controlled substances within twenty-four (24)hours of acceptance of the offer.
