Instructional Systems Design (ISD) Specialist
Location: Oklahoma City, OKOneida Professional Services (OPS) is actively seeking a highly motivated, full-time Instructional Systems Design (ISD) Specialist for the FAA Corporate Training Solutions Division.

Compensation: $35.66 Hour
Position Summary
The Instructional Systems Design (ISD) Specialist supports the Federal Aviation Administration (FAA) Corporate Training Solutions Division at the Mike Monroney Aeronautical Center (MMAC) by performing all functions necessary to design, develop, and produce high-quality instructional materials for new and revised training courses. The ISD Specialist applies the Instructional Systems Design (ISD) methodology to ensure course design, development, and delivery align with established FAA training objectives, standards, and policies.
This position requires collaboration with subject matter experts (SMEs), instructional designers, multimedia specialists, technical writers, and other project personnel throughout all phases of the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process.
Primary Responsibilities
Instructional Design & Development
- Plan, design, and develop training materials and instructional products in accordance with the ISD methodology and FAA Corporate Training Solutions Division standards.
- Participate in development teams�including SMEs, writers, graphic artists, and web developers�to produce web-based, instructor-led, and blended training courses.
- Apply adult learning principles, instructional theories, and systematic design processes to develop effective, performance-based training materials.
- Develop and revise instructional products such as lesson plans, student and instructor guides, handouts, exercises, storyboards, e-learning modules, videos, and performance assessments.
- Ensure all instructional content adheres to FAA branding and quality standards and aligns with identified learning objectives.
Research & Innovation
- Research and evaluate emerging instructional technologies and methods (e.g., simulations, gaming, AI-driven learning, virtual/augmented reality).
- Recommend integration of innovative solutions into existing or new training programs consistent with FAA policy and guidance.
- Conduct studies to assess training effectiveness and identify program improvements impacting technical training quality and performance.
Collaboration & Delivery
- Coordinate with FAA personnel and stakeholders to validate training objectives, content, and outcomes.
- Develop and maintain documentation of instructional design processes, version tracking, and program evaluation results.
- Deliver training using approved materials and teaching methods, including lectures, demonstrations, discussions, and lab exercises.
- Conduct classroom administration duties including orientation, attendance tracking, roster maintenance, and submission of final grades and feedback reports.
Reporting & Quality Assurance
- Prepare reports and recommendations for training program improvements based on evaluation findings and stakeholder input.
- Ensure all instructional materials comply with FAA�s Training and Evaluation Branch standards, the Training Materials Guide, and Corporate Training Solutions Division policies.
- Apply quality assurance principles to confirm technical accuracy, instructional soundness, and compliance with FAA standards.
Minimum Qualification Requirements
Education
- Required: Bachelor of Arts (BA) or Bachelor of Science (BS) in Education, Instructional Design, Instructional Technology, or a related discipline.
Experience
- Minimum of one (1) year of experience in any combination of the following areas:
- Designing or developing adult education or training programs that apply learning theory and instructional systems design principles.
- Developing or revising instructional materials aligned with specific learning objectives and occupational requirements.
- Performing analysis, coordination, and development of training components for institutional or occupational programs.
- Advising leadership on training design policy, planning, review, or research.
- Developing training materials and courseware integrating multimedia or web-based components.
Specialized Experience
- Demonstrated knowledge of advanced training technologies such as interactive computer-based instruction, simulations, or virtual learning environments.
- Proficiency in the following software applications:
- Microsoft: Word, Excel, PowerPoint
- Articulate: Storyline 3 or Storyline 360
- Adobe: Captivate and Creative Suite
- TechSmith: Camtasia
Knowledge, Skills, and Abilities
- Strong understanding of instructional systems design (ISD) principles and the ADDIE process.
- Ability to apply adult learning theories, human performance improvement models, and instructional evaluation methodologies.
- Excellent writing, proofreading, and editing skills with attention to consistency and detail.
- Proficiency with eLearning authoring and multimedia development tools.
- Strong analytical, organizational, and problem-solving skills.
- Ability to work collaboratively within cross-functional development teams and meet project milestones.
Additional Requirements
- U.S. Citizenship required.
- Must be able to pass a background investigation and meet FAA security clearance requirements.
- Ability to work on-site at the Mike Monroney Aeronautical Center (MMAC) and coordinate directly with FAA and contractor personnel.
