About the Department

Under the general direction of the Solid Waste Director or designee, the Solid Waste Operations Manager is responsible for administering, planning, and managing the day-to-day operations of the Solid Waste Department. This includes oversight of the department's environmental programs, regulatory permitting, and operational projects to ensure compliance and efficiency.

Position Duties

Bachelor’s degree in environmental science, engineering, or a related field and two years of progressively responsible management experience in solid waste operations, environmental science, or construction management.

Or an Associate’s Degree in a related field and four years of progressive responsible management experience in the related field.

Or six years of progressively responsible management experience in the related field which demonstrates the ability to perform the duties of the position. Relevant work experience may be substituted for the educational requirement on a year-for-year basis.

Two years of supervisory experience of employees.

Must possess leadership abilities, interpersonal skills, and effective written and verbal communication skills.

Must have and maintain a valid, unrestricted Alaska driver’s license.

40-hour hazardous waste site training certification and an asbestos worker certification may be required



Minimum Qualifications

1. Administers, budgets, plans, assigns, and implements procedures and protocols related to solid waste operational programs.

2. Supports the Solid Waste Director and supervises solid waste operations and assigned staff.

3. Manages contracts and performance related to the borough’s solid waste environmental compliance programs and regulatory permitting.

4. Monitors work progress to ensure compliance with pre-established objectives, schedules, and borough code.

5. Monitors changes in federal and state regulations regarding environmental health and safety and leads the implementation of required changes to ensure compliance.

6. Oversees the compilation, submittal, and acquisition of reports and permits from agencies such as the Alaska Department of Environmental Conservation and the Environmental Protection Agency.

7. Serves as a contract administrator on minor construction, operation, and professional services projects, providing quality assurance and control for site development.

8. Manages projects and enhancements related to leachate collection, landfill gas collection systems, and water monitoring programs.

9. Prepares budgets, reports, plans, specifications, and bid documents for various operations projects.

10. Monitors program budgets, funds, and expenditures, ensuring compliance with all applicable standards.

11. Provides the department director with regular work progress reports and financial reports.

12. Coordinates and conducts meetings and public presentations in support of solid waste issues.

13. Coordinates environmental compliance training for all solid waste employees.

Other Functions:

1.  May be assigned to act as Solid Waste Director in their absence.
2. Other Related duties as assigned.




Other Qualifications

While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and use hands and fingers dexterously to operate office equipment; and occasionally required to stand, walk (at times on uneven ground), climb, balance, stoop, or kneel. The employee must occasionally transport up to 40 pounds, wear a respirator, and reach with hands and arms. Overnight travel and travel in small aircraft may be required.
