About the role
As the Access, Interfaces & Stakeholder Manager, you are integral to the success of V/Line’s Assets and Maintenance Group.
The Assets and Maintenance Group has responsibility for the provision and management of a safe and efficient rail network to support V/Line operations. Other responsibilities of the Group include management of disruptions and freight access to the system and providing support to both the Operations and Projects Groups to ensure a one V/Line voice.
The Group is also required to work in partnership with the Department of Transport and Planning to ensure that standards and approaches are consistent across transport agencies and work to achieve a well-functioning, integrated Victorian transport system
As a member of the Freight team, the Access, Interface & Stakeholder Manager will contribute to V/Line’s strategic goals and direction, through supporting policy decisions aligned to V/Line initiatives.
The cross functional nature of this position also requires the incumbent to develop and maintain strong interpersonal relationships within all areas of V/Line’s business.
Key accountabilities include:
- Managing V/lines obligations under the Service Level Agreement in respect of land, leases and licenses between V/Line, DTP & VicTrack.
- Develop and maintain positive relationships with third parties working on the network.
- Overseeing the review and approval process for Site Access Applications (SAAs) and the issuance of Site Access Permits (SAPs), ensuring compliance with relevant procedures and standards.
- Ensure that third parties are complying with V/Line’s safety, environmental and operational guidelines.
- Liaise with internal and external stakeholders to ensure that the work undertaken is meeting the expected standards and codes adopted by V/Line.
- Provide appropriate and relevant guidance, support and advice to the Third-Party Access team.
- Represent V/Line for major external projects regarding network access.
- Assist in the development of processes and systems to provide reporting on the progress of third-party access applications and works.
- Attend work sites to conduct inspections to ensure compliance to Site Access Permits.
- Review locations for proposed work to provide advice and support.
- Assist in the development and maintenance of internal procedures to ensure the V/Line’s safety and environmental, operational requirements are adhered to by third party applicants.
- Coordinate access between the major external project and V/Line Stakeholders.
- Ensure safe third-party access to the network with no interference to V/line operations.
- Coordinate the management of land issues including transfers of land into and out of the Regional Infrastructure Lease.
- Liaise with VicTrack in line with the VicTrack Technical Services Agreement.
- Coordinate interactions with adjacent land stakeholders to ensure clarity around safety interface agreements, boundaries and maintenance issues.
- Communicate with internal and external parties to resolve ongoing legal matters regarding access to V/Line’s lease by adjacent private non-rail landowners.
- Maintain records and reporting on the status of inter-operator and property agreements.
- Liaise with Government and/ or VicTrack for new concept and third-party projects.
- Responsible for level crossing safe access permits across V/Line’s network by Oversized Over Mass (OSOM) vehicles.
- Contribute to the preparation of business planning and budgets.
- Contribute to strategic and business planning processes within NDAM to ensure that plans are informed by high quality service strategy advice and a focus on client needs.
- Manage the collection of third-party access fees and debtor control.
- Develop a comprehensive set of procedures and policies which are strategic in focus and use them to gain organisational and stakeholder acceptance.
- Develop appropriate options and recommendations for V/Line operations, management and other matters.
- Ensure all areas are meeting objectives within timeframes and budget parameters.

About you
As the Access, Interfaces & Stakeholder Manager, you will work in the Freight & Third-Party Access Division and report directly to the Director - Freight & Third-Party Access.
You are responsible for managing third party relationships to enable network access and representing V/Line by liaising with external third parties on interface proposals and activities.
Our ideal candidate will possess the following:
- Demonstrated experience within the rail industry.
- Qualification in Business or Engineering (or equivalent) or proven experience in a similar role, preferable.
- Extensive experience in stakeholder management and developing and maintaining strong working relationships with diverse stakeholders.
- Proven experience in management and in successfully managing teams.
- Comprehensive knowledge of the Victorian Rail Network
- Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
