About the Job:  Community Service Officer II (CSO II)
The Community Service Officer positions (CSO) are assigned to the Colorado Springs Police Department substations. CSOs operate in the field wearing a CSO uniform and driving a marked white and green “Community Service” cruiser.  CSOs spend a large portion of their day in their vehicle and get in and out of the vehicle often. CSOs are dispatched to cold property crimes where the suspect is unknown. When conducting the investigation, CSOs interview victims and witnesses, process the crime scene, collect evidence, and complete thoroughly written police reports. This position also responds to traffic accidents to assist police officers and detectives by handing out and explaining driver statement forms, taking photos, conducting traffic control (this may include standing in the roadway to direct traffic, and it may be necessary to quickly move out of the way of an oncoming vehicle), and clearing the scene by requesting tow services for disabled vehicles. CSOs respond to traffic hazards and often need to clear the roadway of stalled vehicles, debris, or downed animals. This may involve quickly and safely darting out into the roadway and active traffic to retrieve and remove hazardous items to prevent further safety issues.  This position responds to parking violations and may write parking citations for violations of City parking codes. As needed CSOs will cover the front desk of a police substation by providing customer service and assistance to citizens and officers. Once enough experience is gained, this position helps in classroom and field training of new CSO recruits. CSOs must be proficient with computers. Once hired, CSOs must maintain a working knowledge of Colorado Revised Statutes and Police Department policies and procedures.

This position provides 365 days coverage. You must be able to work your assigned shift (day shift or swing shift) on weekdays or weeknights, weekends, and holidays. Schedules are typically 4 – 10 hour shifts. You must be able to work overtime as operationally necessary.

As a CSO II, you will:  Performs the essential functions of a Community Services Officer I as well as: 
  • Complete property crime reports and interview victims
  • Collect and process evidence
  • Complete fraud reports
  • Complete missing person/runaway reports
  • Respond and assist with traffic hazards
  • Communicate via radio
  • Operate a vehicle safely in non-emergency situations
  • Testify in court as necessary
  • Administer first aid as necessary
  • Respond to active traffic accident calls for service and perform traffic control duties 
  • Respond to parking violations and abandoned vehicles
  • Provide front desk coverage at divisions when necessary
  • Assist with CSO training including planning, instruction and graduation, as well as identify issues for in-service training
  • Provide field training for community service officers by mentoring and providing guidance   
  • Maintain proficiency with basic municipal code and state statutes 


We are looking for candidates who demonstrate the following knowledge, skills and abilities:
 Knowledge of: 
  • Computer systems, as well as modern technology and the ability to learn and use agency specific computer software programs
Ability to:
  • Work assigned shift work
  • Respond to low priority calls
  • Collect, process and place evidence
  • Communicate verbally and in writing including writing reports and summaries 
  • Operate a vehicle safely and enter and exit a patrol vehicle in a quick and safe manner.
  • Ability to move in and out of traffic in a quick and safe manner.
  • Work independently and problem solve
  • Testify in court, as necessary
  • Handle stressful contacts and negative interactions with diplomacy
  • Learn and apply pertinent state statutes, municipal ordinances, and department procedures

Position Duties

  • Equivalent to completion of the twelfth grade (high school diploma or GED)
  • Three years full time, professional experience in a related field.  
  • Possess, or obtain upon hire, a valid, non-probationary Colorado driver’s license not subject to restrictions related to alcohol and/or drug related violations or pending charges
  • Candidate must be able to obtain a Colorado notary upon hire
  • Candidate must be able to obtain NCIC/CCIC certification upon hire

 

One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.

Minimum Qualifications

  • College level coursework in the criminal justice field or a related field
  • Law enforcement experience

Physical Demands:  Exerting 20-50 lbs. occasionally; 10-25 lbs. frequently; or up to 10 lbs. constantly.

Environmental Conditions:  This position involves physically demanding work to include sitting, standing, and walking for extended periods of time; stooping, bending, twisting and turning, pushing and pulling, kneeling, crouching, and crawling; occasional climbing or balancing; and working outdoors in sometimes adverse weather and heavy traffic conditions.
