About the Department
Provides lead supervision over crews within an assigned division of Solid Waste Management or Landfill which includes the efficient operation of heavy and specialized equipment.
Position Duties
- Provides technical advice and lead supervision to equipment operators, service workers, and volunteers, including handling the day-to-day scheduling of employee work coverage.
- Operates all heavy and light duty equipment and specialized equipment in area of assignment using defensive driving techniques in accordance with policy, procedures, and training, guidelines. Performs maintenance and minor repairs on the equipment.
- Assists Foreman in maintaining daily work records and preparing oral and written statistical reports of work completed, material used, and time spent.
- Participates in and prioritizes work and decides what equipment and materials are needed to accomplish work assignments.
- Assists Foreman with tracking and evaluating staff performance within the assigned areas of responsibility.
- Provides training regarding the operations and safety of all types of heavy and specialized equipment in area of assignment.
- Monitors work under progress and upon completion for compliance with standards and with plans and direction.
- Utilizes computers and application software for maintenance and management programs.
- Investigates and produces reports on employee industrial accidents, vehicle accidents, private or public property damage incidents, etc.
- Investigates and resolves customer complaints.
- Accurately and timely completes accident report forms and time sheets.
- Operates a portable radio.
- Operates city vehicles which require a Commercial Driver’s License (CDL).
- Performs other related duties as assigned.
Solid Waste Management
- Efficiently operates all solid waste heavy and specialized equipment such as Automated Side Loader (ASL), Roll-Off (RO), Rear Loader (RL), Bulk Trash Case Tractor, Street Sweeper, and bin delivery equipment based on department need and/or on a regular basis.
- Provides information on collection schedules, container placement and related items to developers of new subdivisions and new residents, current residents, contractors, architects, and others.
- Delivers solid waste containers to residents and businesses in areas of responsibility.
Minimum Qualifications
Three (3) years of experience in the operation of solid waste heavy automotive and specialized equipment.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
Knowledge of:
- The functions, limitations, safe operating methods, and care required for a wide variety of complex solid waste equipment (example: front loader, automated side loader, roll-off, rear loader, street sweeper, and other related equipment complex landfill equipment (example: dozers, compactors, scrapers, water pulls/trucks, loaders, and other related equipment)
- Geography of the landfill
- Hazards and safety rules and precautions in heavy equipment operation
- Traffic laws, ordinances, and rules involved in equipment operation
- Geography of the community; street layouts and routes
- Operations and daily routing needs for area of responsibility
- Operations of solid waste disposal sites (landfills, transfer stations, material recovery facilities) in relation to collections and disposal functions
- Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) regulations, relating to CDL license holders in the performance of safety-sensitive functions
Skilled in:
- Safe, efficient operation of assigned equipment and observance of traffic laws and regulations
Ability to:
- Operate city vehicles which require a Commercial Driver’s License (CDL)
- Detect needed repairs to make necessary operations adjustment
- Coordinate eye and hand movements
- Perform the physical requirements of the job including heavy manual labor
- Read and comprehend street maps
- Assign, instruct and lead the work of solid waste crews
- Input data into a computer, tablet, or terminal
- Record work activities and maintain daily logs and journals
- Understand and carry out oral and written instructions and ability to work independently
- Deal with the public in the resolution of solid waste service problems
- Identify hazardous or special waste and take appropriate reporting action
- Communicate effectively verbally and in writing
- Establish and maintain effective working relationships with city employees and the public
Special Requirements
- A valid Arizona Class B Commercial Driver’s License at time of application is required for positions in Solid Waste Management.
- A valid Arizona Class B Commercial Driver’s license with Haz Mat and Tanker endorsement within 180 days of hire for positions in the Landfill.
- Must work holidays, weekends, mandatory overtime, and special events as needed.
- Must be able to demonstrate proficiency in the operation of all equipment in assigned area within 6 months of hire date, including completing all training required on each piece of equipment.
- This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
