About the Department

- Combination Inspector I
Combination Inspector II positions perform skilled inspection work as generalists in all fields of building inspection to include electrical, mechanical, plumbing, residential fire sprinkler systems, structural, and storm water inspection; inspect one and two-family residential structures, including mobile homes for compliance with applicable City and State Model Building Codes and regulations; investigate complaints of building code violations; maintain records; prepare reports and correction notices; meet with property owners, tenants, and contractors to discuss corrections; check field conformance and enforce compliance with zoning laws applicable to residential and accessory structures; review construction, repair, replacement, installation, and repair plans; inspect sites for practicability of plans; utilize computer software on desk top and mobile computers; may assist in training; and perform other duties as assigned.
- Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
Position Duties
You must meet the following requirements on the date you apply, unless otherwise indicated.
EXPERIENCE: Two years of full-time experience performing combination inspections as an Inspector or Licensee of a governmental jurisdiction at a level equivalent to a Combination Inspector I with the City of San Diego (a position that performs skilled inspection work as generalists in all fields of building inspection, to include electrical, mechanical, and structural inspection) AND one of the following options:
EDUCATION/EXPERIENCE: In addition to the experience requirement above, you must meet ONE of the following options:
- One year of full-time experience performing general carpentry, electrical, or plumbing/mechanical work AND a Bachelor's Degree in Architecture, Architectural Engineering, Civil Engineering, Structural Engineering, Mechanical Engineering, or Electrical Engineering.
- Two years of full-time experience as an International Code Council (ICC), International Association of Electrical Inspectors (IAEI), or International Association of Plumbing and Mechanical Officials (IAPMO) Certified Inspector with a governmental jurisdiction or a private company contracting with a governmental jurisdiction performing combination inspections of residential and/or commercial structures to require compliance with the Uniform Model Codes.
- One year of full-time experience as an ICC, IAEI, or IAPMO Certified Inspector with a governmental jurisdiction or a private company contracting with a governmental jurisdiction performing combination inspections of residential and/or commercial structures to require compliance with the Uniform Model Codes AND an Associate's Degree or Community College Certificate in Construction Inspection or Building Construction Technology.
- Three years of full-time experience reviewing/designing building plans for conformance with Building Codes and Zoning Regulations with a governmental jurisdiction, which must include having the legal authority to enforce and require compliance with the Uniform Model Codes.
- One year of full-time experience reviewing/designing building plans for conformance with Building Codes and Zoning Regulations with a governmental jurisdiction, which must include having the legal authority to enforce and require compliance with the Uniform Model Codes, AND a Bachelor's Degree in Architecture, Architectural Engineering, Civil Engineering, Structural Engineering, Mechanical Engineering, or Electrical Engineering.
- Four years of full-time experience performing all phases of journey-level carpentry, electrical, or plumbing/mechanical work.
- One year of full-time experience performing all phases of journey-level carpentry, electrical, or plumbing/mechanical work AND completion of a state-accredited four or five-year Carpentry, Electrical, or Plumbing/Mechanical Apprenticeship Program.
- Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.
- Possession of a contractor's license is NOT qualifying as a substitute for a college degree or certificate.
- City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
NOTE:
- You must provide your own vehicle for which mileage will be reimbursed.
HIGHLY DESIRABLE:
- Experience in enforcement and the methods of investigation utilized in the enforcement of a variety of laws, ordinances, and codes.
- Experience enforcing state and local codes, ordinances, laws, and regulations pertaining to building, substandard housing, zoning, nuisance abatement, health and safety, and related areas.
- Experience using appropriate techniques to adhere to safety, hazardous materials, and fire prevention requirements.
- Experience with zoning, researching property ownership, adopted codes and standards, landlord/tenant law, and inspection warrants.
- Experience in record keeping, report writing, and court evidence documentation.
- Experience operating computers and a variety of software and database applications (e.g., word processing).
- Experience in office procedures, methods, and equipment, occupational hazards, and standard safety practices.
- Ability to communicate effectively, both orally and in writing, using proper English, grammar, and punctuation.
- Proof of degree/transcripts, if utilized to meet the minimum requirements.
- Proof of certificate, if utilized to meet the minimum requirements.
- Proof of apprenticeship completion, if utilized to meet the minimum requirements.
- For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements.
Minimum Qualifications
