DEFINITION

Under direction of the Director of Fiscal Services, perform complex clerical accounting work related to the district’s budget and general ledger functions; interpret, apply, explain and assure compliance with complex rules, regulations and procedures related to assigned functions; train and provide work direction to assigned personnel.

 

 

DISTINGUISHING CHARACTERISTICS

Accountant: Finance: incumbents perform lead duties and are responsible for highly complex accounting areas such as payroll or general ledger and budget. Incumbents prepare financial statements, maintain complex set of accounts, accrual reporting, budget analysis, special project and payroll reporting, fund accounting, and all aspects related to the school accounting manual. 

 

EXAMPLES OF DUTIES:

1. Perform a variety of complex and responsible clerical accounting duties related to the district’s general ledger and budget functions.

2. Prepare, review and generate Food Services financial reports including profit and loss statements, balance sheet and billings.

3. Prepare, process, review, verify and audit financial data, records and reports and assigned.

4. Assign budget codes and authorize budget transfers as appropriate. 

5. Audit accounting work to insure accuracy, completeness and adherence to established fiscal policies, procedures, regulations and laws.

6. Operate office machines including calculators and computer equipment; verify, code and enter data in appropriate computer systems.

7. Maintain district general ledger and analysis of account balances.

8. Review computer-generated reports and detect and correct exceptions and discrepancies.

9. Communicate and coordinate accounting activities with other district departments and personnel, vendors and governmental and private agencies.

10.Monitor budgets, distribute budget reports and act as liaison to staff with budgetary responsibilities.

11. Respond to questions from district employees regarding expenditures, procedures and financial transactions.

12. Train and provide work direction to assigned personnel.

13. Prepare journal vouchers, including year-end closing entries.

14. Assist the Director of Fiscal Services with preparation of the annual J-200 budget document.

15. Compile all documentation and submit State mandated cost reports.

16. Assist in the preparation of consolidated application for categorical programs.

17. Prepare monthly financial reports for the Board of Education.

18. Analyze and prepare monthly reconciliation reports of district financial funds.

19.Assist with year-end closing activities,

20. Compute and prepare journal entries to adjust financial records.

21. Prepare cost accounting information for use in preparing J-380 report.

22. Develop and supervise the preparation of local, state and federal reports and funded applications.

23. Perform related duties as assigned.

 

QUALIFICATIONS GUIDE:

 

Knowledge of:

1. Basic financial accounting principles and procedures.

2. General rules and practices pertaining to assigned public sector accounting procedures.

3. Procedures used in automated accounting systems.

4. Policies and practices governing public sector budget and general ledger functions.

5. Modern office practices, procedures and equipment.

6. Financial and statistical record keeping techniques.

7. Preparation and maintenance of current and accurate financial records.

8. Oral and written communication skills.

9. Principles of providing training and work direction to others.

10. Interpersonal skills including tact, patience and courtesy.

 

Ability to:

1. Perform complex and responsible clerical accounting duties related to the district budget and general accounting functions.

2. Post data and make arithmetical computations rapidly and accurately.

3. Operate office machines including computer equipment and calculators.

4. Prepare complex financial reports including profit and loss statements, balance sheets and billing statements.

5. Perform complex auditing and clerical accounting work with minimal supervision

6. Provide work direction and training to others.

7. Understand, carry out and provide oral and written instruction.

8. Coordinate and supervise non-professional financial record keeping and clerical work of staff.

9. Establish and maintain cooperative and effective working relationships with others.

10. Communicate effectively both orally and in writing.

11. Verify, balance, adjust and reconcile district bank accounts.

 

Training and Experience:

Any combination equivalent to graduation from high school supplemented by course work in accounting or financial record keeping and three years of increasingly responsible experience maintaining financial or statistical records. 

 

Working Conditions:

District office environment.
