Additional Information: Show/Hide Job Title: Clerk V - Procurement Supervisor: Procurement Officer Terms of Employment: 240 days Job Summary: Provide assistance for all functions of the Procurement Office by performing assigned duties in a timely, accurate and professional manner. .Assist Procurement personnel in the procurement process while assuring that all applicable state and federal procurement guidelines (including the state mandated District Procurement Code) are followed. Essential Duties
Create purchase orders as needed.
Complete purchase requisition.
Solicit quotes on goods/services not requiring a formal bid.
Become familiar with the District Procurement Code and be able to answer questions from vendors and District employees about procurement procedures and processes.
Responsible for the setup and maintenance of the District’s vendor database.
Assist interested vendors on the availability of business opportunities and how to navigate through the Procurement website to locate bid information.
Assist bookkeepers with requisition and/or purchase order changes.
Assist Procurement buyers with the completion of bid packages.
Be responsible for the receiving and safekeeping of bid packages until bid opening date and time. Prepare bid receipt list for the files and the Procurement Specialist to use in recording bids.
Assist in staff development activities for District employees.
Assist in training for vendors who want to do business with the District.
Search the State publication of solicitations (South Carolina Business Opportunities) for advertisements.
Maintain a master list of all bids with expiration dates.
Maintain the Procurement website.
Receive, sort and distribute incoming mail.
Be the first point of contact for visitors and others for the department.
Work with Records Management to properly record and dispose of procurement forms.
The delegation of these job responsibilities to the Procurement Clerk will be made by the Procurement Officer with the approval of the Chief Financial Officer.
Other Duties Perform such other tasks and assume such other responsibilities as may from time to time be assigned by the immediate supervisor. Job Specifications Performance of this job will be evaluated annually in accordance with provisions of the Board’s policy on Evaluation of Support Personnel. Minimum Qualifications (Knowledge, Skills and Abilities Required)
High School Diploma Required/Associates Degree Preferred.
Experience in procurement or other comparable process.
Be familiar with a computer and Microsoft programs such Excel, Word, and Power Point.
Ability to work independently and unsupervised.
Ability to communicate both orally and in written format with internal and external departments, agencies and suppliers.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
