About the Department
The Superior Court is seeking a highly skilled and forward-thinking Senior Data Scientist to join our Financial Systems and Data Analytics Team. ABOUT THE POSITION
Under general direction, organizes, reviews, leads, and participates in the work of staff performing a variety of complex professional, technical, and administrative support of assigned department and/or program operations; analyzes programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and evaluations for assigned projects and programs; performs statistical reporting of filings, dispositions, and other court activity for internal and external customers; analyzes complex legislative actions for impact on department and court-wide operations; provides responsible and complex staff assistance to management; performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises technical and functional direction over and provides training to lower-level staff.
CLASS CHARACTERISTICS
This is the advanced journey-level classification in the Management Analyst series responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform advanced-level research, administrative, analytical, legislative, fiscal, and statistical work and provide technical and functional direction over lower-level staff. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services/complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

When assigned as a supervisor, manages employee performance; plan, organizes, directs and evaluates the work of assigned staff to ensure compliance with Court policies and procedures; establishes performance goals; regularly monitors performance and provides coaching for performance improvement and development; prepares performance evaluations and provides feedback to improve performance; takes or recommends disciplinary action, up to and including termination, to address performance deficiencies in accordance with Court human resources policies and labor contract agreements.
- Coordinates and performs professional-level administrative and programmatic work in such areas as data analysis and report development, legislative analysis, financial administration and reporting, database management, and management analysis.
- Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for assigned areas of the Court.
- Monitors activities of the assigned work unit; recommends improvements and modifications; prepares various reports on operations and activities.
- Plans, oversees, and administers complex Court programs and projects; develops and manages program budgets, including revenue projections, cash flow analysis and cost containment.
- Serves as a liaison to employees, various Court divisions, governmental agencies, vendors, and other parties with interest in the Court systems; receives and responds to complaints and questions relating to assigned area of responsibility; review problems and recommends corrective actions.
- Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, and facility needs.
- Conducts a variety of analytical and operational studies regarding departmental and programmatic activities, including complex financial, budget, personnel, operational, regulatory, or administrative issues or questions; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.
- Monitors, researches, analyzes, and evaluates changes in current and/or pending legislation; researches and makes policy recommendations to management staff; drafts legislative proposals.
- Plans, organizes, assigns, and reviews the work of professional, technical, or clerical staff; trains staff in work procedures; provides policy guidance and interpretation to staff; works with employees to correct deficiencies; assists in selection and promotion.
- Represents the work unit in meetings; participates in committees and/or task forces as assigned; presents data to assist managers in making operational and administrative decisions.
- Develops data collection tools; conducts data collection and analysis; prepares ad hoc and periodic statistical and written reports required by the Court, the state, and other governmental entities.
- Compiles, cleans, analyzes, and formats data from various sources for statistical reports; validates data to comply with state reporting and funding requirements; performs trend analysis as assigned.
- Retrieves, cleans, and merges statistical and financial data.
- Oversees data quality assurance for filings, caseload, and workload data.
- Designs, builds, implements, and maintains dashboards, reports, and informational graphics; extracts data from source systems; creates models and report visuals to provide a visual representation of data findings.
- Designs and produces spreadsheets, charts, pivot table graphs, slide presentations, training materials, and other visual media.
- Identifies, gathers, analyzes, and documents requirements for database applications; translates work processes into business and functional requirements; identifies and provides business rules, quality standards, and procedures; tests databases; develops training documentation.
- Conducts research and drafts documents and materials for review.
- Maintains accurate records and files; develops storage of records and retention schedules.
- Stays abreast of new trends and innovations in the area(s) of assignment.
- Observes and complies with all Court and mandated safety rules, regulations, and protocols.
- Performs related duties as required.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, data science, or a related field.
Experience:
Four (4) years of progressively responsible experience in administrative and statistical analysis, conducting special studies, and/or providing complex program/project management.
Licenses and Certifications:
Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Court sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
