Are you someone who is ready to make a difference within their local community? If so, the City of Flagstaff is seeking a qualified individual to join our team! As the City’s newest HR Generalist with Recruitment, you will actively support and uphold the City’s stated mission and values.
This position within Human Resources covers the full-life cycle of a recruitment. In this role you will partner with hiring managers, ensuring compliance with HR policies, and enhancing candidate experience. It also includes data management, maintaining accurate records, processing personnel actions, and contributing to training and research efforts. Additionally, the position supports outreach and diversity initiatives, represents HR at events, and handles special projects as assigned.

POSITION RESPONSIBILITIES
- Provides excellent customer service to both internal and external customers
- Provides professional level support in recruitment and other functional areas of Human Resources
- Enters, updates and maintains information in systems and ensures they reflect accurate information
- Establishes filing systems, prepares folders, records and files and implements records management and retention practices for assigned HR functional area(s)
- Prepares correspondence to employees, applicants and other outside agencies related to HR issues
- Assists in completing surveys, questionnaires and statistical reports for one or more HR functional areas
- Assists in developing and presenting training related to one or more HR functional areas
- Conducts research on best practices, collects data, and provides recommendations to other HR staff
- Answers general questions related to HR policies, procedures, and operations
- Researches new programs, practices, techniques and trends in the field of HR and makes recommendations
- May be called upon for presentations, or to represent the Human Resources Division at staff meetings or professional gatherings
- Performs special assignments, projects, or reports as directed by the Human Resources Supervisor, Manager, Deputy Director and/or Director
- Processes Personnel Action Forms (PAFs) as needed
- Other duties as assigned
Recruitment
- Coordinates the full-cycle recruitment process to attract, identify, and hire top talent across the organization
- Partners closely with hiring managers to understand staffing needs, develop sourcing strategies, and ensure a thorough recruitment process
- Ensures a positive candidate experience from initial contact through onboarding
- Proactively sources passive candidates through social media, professional networks, and industry events
- Promotes the organization’s culture, mission, and values through recruitment marketing efforts
- Ensures job postings align with organizational branding and comply with employment laws
- Assists with interview preparation, develops structured interview questions, and gathers feedback from interviewers
- Processes candidates in online recruitment system
- Coordinates and monitors completion of post-offer requirements including physicals, motor vehicle records, drug testing, immunizations, background checks and fingerprinting
- Completes the hiring process for selected candidates
- Processes new hires transfers, promotions, demotions, and voluntary reassignments
- Processes employee re-assignments for temporary employees
- Schedules and actively participates in external recruitment activities such as job fairs and outreach programs to continue to recruit a more diverse and qualified applicant pool
- Ensures policies and procedures related to recruitment and selection are followed, including Equal Employment Opportunity and Affirmative Action
- Maintains all recruitment and selection records according to record retention guidelines
- Maintains temporary employee tracking and salary savings spreadsheets
Minimum Qualifications
MINIMUM REQUIREMENTS
- Associate’s degree or two (2) years of college coursework in Human Resources, Public or Business Administration, or related field.
- Two (2) years of general Human Resources experience especially in the areas of classification and compensation, or recruitment
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements
DESIRED EXPERIENCE AND TRAINING
- PHR/SHRM-CP Certification.
- Bachelor’s Degree in Human Resources, Public or Business Administration, or related field.
OTHER REQUIREMENTS
- Regular attendance is an essential function of this job to ensure continuity.

Our total compensation package includes best-in-class benefits and an annual salary of $53,352.00 - $80,017.60, based on the candidate's qualifications and experience.
